Duties
The Enterprise Project Management Branch Chief (EPMB) position reports to the Chief of the Enterprise Project Services Division (EPSD) in the Department of Technology Services (DTS). DTS is led by the Associate Director/Chief Information Officer (CIO) and provides leadership and accountability for the Judiciary's national information technology (IT) and fosters a culture of innovation, modernization, and excellence. EPSD develops judiciary-wide project/program management, Agile, and strategic portfolio management policies, standards, project reviews, intake processes, dashboards, tools, etc. to ensure the implementation of well-managed IT projects.
The incumbent will provide EPMB leadership and plays a critical role in providing enterprise IT project management subject matter expertise to the Judiciary. EPMB is primarily responsible for the Information Technology Management (ITPM) Framework, continuous process improvements that will promote adherence to the Frameworks and improve management practices.
1. Enterprise Project Management Leadership - Foster an enterprise culture of excellence and continuous learning by developing, mentoring, and leading a high-performing branch of project/program management analyst and Agile Coaches responsible for implementing enterprise project management capabilities, enabling business value delivery, and leading change.
2. Project/Program Management Analysis - Further develop and oversee the Information Technology Project Management (ITPM) Framework and Agile Framework ensuring alignment with strategic business goals and prioritization of initiatives.
2. CIO Quarterly Project Reviews and IT Modernization Bi-Annual Reviews- Establish and facilitate high impact program reviews; business case reviews; and intake processes; Develop and maintain a consolidated roadmap based on the roadmap of each IT "Major Project".
3. Continuous Process Improvement and Governance - Develop and enforce ITPM and Agile standards, tools, incorporating industry best practices and lessons learned to improve project efficiency and effectiveness.
4. Collaboration and Stakeholder Management - Serve as a primary point of contact for cross-functional IT teams, IT Management Boards, and the Courts to ensure transparency, accountability, alignment, and clear communication during monthly management briefings.
5. Training and Agile Coaching - Deliver agency instructor-led training on both basic and advanced project management and Agile topics, including ongoing mentoring and coaching.
