Summary

This position is located in the Office of Legislative, Intergovernmental and Public Affairs (OLIPA) is the primary liaison with Congress and the Office of Management and Budget, other Federal criminal justice agencies, and the District of Columbia government. It is also the primary point of contact for media inquiries. OLIPA also develops and implements community outreach to facilitate the successful administration of CSOSA programs.

Duties

OLIPA also provides education and workforce development services to supervisees to enhance their literacy, vocational skills, job readiness, and ability to compete for employment opportunities.

The Supervisory Program Coordinator oversees vocational and workforce development programs by supervising and developing staff, directing program operations, and ensuring high quality, evidence-based services that support participant employability and long-term success. The incumbent manages curriculum oversight, program scheduling, resource allocation, data analysis, and quality assurance to ensure alignment with industry standards, labor market needs, and agency goals. The position also builds partnerships with employers, community organizations, and training providers to expand opportunities and strengthen employment pathways for justice-involved individuals.

MAXIMUM ENTRY AGE: The maximum entry age for this position is 37 years of age at the time of acceptance of employment unless the applicant has prior Federal service in a covered law enforcement position.

Qualifications

You may qualify at the GS-13 level, if you fulfill one of the following qualification requirements:

This is a Social Science series position which has a Basic requirement. In order to initially qualify for this position, you must meet one of the three following Basic requirements:
A. Successful completion of a full four-year course of study in an accredited college or university leading to a bachelor's or higher degree in the behavioral or social sciences, or in a related discipline that included at least 24 semester/36 quarter hours in the behavioral or social sciences (see Education section for more instructions); OR
B. Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field; OR
C. Four years of appropriate experience that demonstrated the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

In addition to the meeting the Basic Requirements for this position, you must have one year of specialized experience equivalent in level of difficulty and responsibility to that of a GS-12 within the federal service, which demonstrates the ability to perform the duties of the position, is required.

Specialized experience is defined as: Supervising or leading staff in workforce development, vocational training, or reentry programs; managing vocational or training operations, including scheduling and quality assurance; overseeing curricula, instructional delivery, and skills-based programming aligned with industry standards; applying data driven methods to evaluate program performance and implement improvements; managing complex projects with competing priorities and inter-agency coordination; building partnerships with employers, community agencies, and training providers; preparing reports, program assessments, and policy or procedural recommendations.

Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-12 or higher grade in Federal Service.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
