Duties
Integrates work of multiple organizations to meet strategic goals of the organization and the FAA, participates in strategic planning for the FAA, and makes commitments (program, budget, etc.) for a major organization.
Directs the work of subordinate employees and/or managers for multiple organizational units/projects/programs and across multiple functions and/or disciplines within a major subdivision. Work includes complex projects/programs based on the objectives of the major subdivision, the LOB/SO, and frequently the FAA.
Manages and sets clear performance standards that promote accountability, a sense of individual responsibility, professionalism, and pride for organizational performance to subordinates. Integrates work of multiple organizations to meet strategic goals of the organization and the FAA, participates in strategic planning for the FAA, and makes commitments for an organization. Ensures effective managerial work and work quality across all organizations, while maintaining team and individual wellbeing. Responsible for the leadership, planning, prioritizing, direction, communication, tasking, training, and scheduling of work. Also responsible for time and attendance, leave approval, performance evaluation, corrective and disciplinary actions, and the setting of the front line office goals and objectives.
Supports effective problem solving by ensuring subordinates are accountable to address challenges and barriers, and are clear about roles and responsibilities for decision-making. Confirms active collaboration occurs beyond the organization and that solutions fully consider and represent all relevant perspectives/interests. Models creative thinking and innovation. Delegates work and empowers subordinates to decentralize decision-making. Applies an advanced knowledge of budget, human resource, and other administrative policies and procedures, and an advanced understanding of the objectives of the major subdivision.
Makes effective resourcing decisions across several work teams; making certain they deliver expected output within required time frame and budget. Adjusts resourcing plans as needed to meet changing work conditions. Holds others accountable to make good business decisions in meeting the needs of Flight Standards (FS). Defines, plans, and organizes assigned budget, staff and other resources to accomplish objectives for more than one organizational team. Manages budget and reallocates resources among organizational projects/programs, or requests additional resources, as needed. Performs critical aspects of the budget planning process, including projecting short-term and long-term future needs and justifying resource requirements. Is accountable of all assigned office equipment.
Oversees program functions that require access to classified information and systems up to the secret level. Attends meetings with executive leadership on topics that are sensitive or contain classified information. Manages or has access to sensitive information in effort to provide program administration.
Work is typically governed by established policies, procedures, and organizational objectives which leave considerable room for discretion. Resolves all but unique problems without the intervention of higher level management.
Works as a member of a leadership team and contribute to problem-solving beyond own function. Builds and maintains an effective team; ensuring they are working together and beyond boundaries, exemplified by shared decision-making, commitment to sharing all relevant information, and considering inputs from all relevant stakeholders as necessary to create expected results. Regularly called upon to identify problem areas and to develop and recommend new policies and procedures for resolution.
Demonstrates and fosters high standards and ethical behavior. Models commitment to public service and the mission of the FAA.

Qualifications
To qualify for this position, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-J, FG/GS-14. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.
Specialized Experience: experience monitoring and evaluating programs for compliance with regulations and standards; experience providing technical guidance to other Groups, divisions, Flight Standards Offices, and other Lines of Business on complex problems associated with global communication, navigation, and surveillance (CNS) standards, air traffic management (ATM) technologies, airport operations and procedures, and operator approvals; experience monitoring and evaluating programs for compliance with regulations and standards; experience developing new or modifying existing policies and procedures; experience leading and working collaboratively with multi-disciplinary teams across a large organization.
