Duties
Specific duties include:
- Directs a wide variety of project management and administrative activities with the establishment and maintenance of VBA strategic direction and communication policies, procedures, and reporting standards as they pertain to the reduction of Fraud, Waste, and Abuse (FWA) in the benefits delivery processes at the Veterans Benefits Administration (VBA).
- Validates and advocates for resource needs of FWA initiatives and execute allocated budgets in support of FWA related contracts and acquisitions.
- Evaluates full lifecycle of risk management, to include risk assessment, solutions, and monitoring effectiveness of solutions/controls.
- Possesses mastery of the principles, concepts, laws and regulations for the assessment and improvement of FWA program effectiveness and complex management processes and systems, and skill in applying this knowledge to formulate new concepts, principles, and methods.
- Advises top agency management officials on the development and implementation of policy and procedures related to reducing FWA for the delivery of Veterans benefits.
- Directs and coordinates the conduct of comprehensive analyses and reviews to ensure VBA FWA program initiatives are effectively managing schedule, resources, and cost with respect to planned estimates.
- Develops and maintains information systems to track, monitor and control assigned areas of responsibility, schedules, resources, costs and risks. The work has a significant direct impact on the agency's mission, safeguarding the delivery of Veterans benefits from FWA.
- Uses judgement and ingenuity and exercises broad latitude in determining the intent of applicable FWA guidelines.
- Provides leadership, directs, reviews, analyzes, and evaluates activities to ensure that FWA activities are properly coordinated with upper management, OGC, and internal and external stakeholders.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement:03/13/2026.
TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements.
- For a GS-15 position you must have served 52 weeks at the GS-14 level.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below:
GS-15 Grade Level:
- Specialized Experience: To qualify for this position, applicants must have one year of specialized experience equivalent to at least the next lower grade in the normal line of progression for the occupation in the organization. In addition, the applicant must demonstrate specialized experience in managing and directing all activities related to the organization's national planning guidance and strategic planning efforts that align to reducing FWA targeting Veterans benefits. Extensive experience working with risk and FWA management concepts, principles, and practices as well as a general knowledge of the methods, practices, and processes of technical and analytical disciplines. Must effectively perform a wide variety of administrative and high-level analytical duties in ensuring the reduction of FWA. The applicant must possess and demonstrate a high degree of initiative, resourcefulness, and mature judgment. The application must demonstrate strong technical skills and communication skills. In addition, the applicant must be able to set priorities and lead a team working on projects with high visibility and public impact. Lastly, the applicant must have experience in providing administrative and technical guidance to a team to ensure the work of this directorate is accomplished timely and with high quality.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.

Supervisory Situational Judgement Test: Applicants will be required to complete a Supervisory Situational Judgment Test (SSJT) as part of the assessment process for this position. The SSJT evaluates judgment, decision-making, and leadership competencies associated with effective supervision in a Federal work environment.
