Summary

This position serves as the Supervisory Program Manager in the Office Financial Management, Transerv Division (M-70).  The Office of the Assistant Secretary for Administration, Office of the Secretary (OST). The incumbent has responsibilities for the broad program and management for all functions within the Transit Benefits Programs, Office of the Assistant Secretary for Administration, Office of the Secretary (OST).

Duties

As a Supervisory Program Manager, you will:

  • Oversee and direct technical staff to accomplish all aspects of financial and program reporting to include business operations, accounting requirements, year-end close out and other systems support.
  • Plan organize and direct the operations of a centralized Headquarters transit benefit fee-for-service program and maintaining a central database of transit benefit participants and parking records.
  • Manage the DOT and non-DOT transit benefit program by soliciting new customers, negotiating customer agreements, negotiating program improvements with Transit Authorities, developing schedules and ensuring billing methods.
  • Serve as an expert consultant and evaluates processes, procedures and policies of other DOT administrations and Federal agencies, as necessary, in developing studies and recommendations.
  • Advise the Director, Office of Financial Management and Transit Benefits Programs, on broad policy issues affecting. financial planning, reporting and resource management of the program.
  • Develop and recommend overall financial planning, reporting, and Transit Benefits resource management processes and develops and implements policies, instructions and procedures for the financial management and billing for DOT and non-DOT customer agencies ensuring that they are consistent with published guidance from the Office of Management and Budget (0MB), Department of Treasury, and other central management organizations of the Federal government.

  • SUPERVISORY PROBATIONARY PERIOD: You must complete a one-year supervisory probationary period (unless already completed).

  • TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade.

To qualify for the Grade 15, you must have at least one year of specialized experience equal or equivalent to the GS-14, it must include:

  • Experience managing and performing the budgeting and financial management functions for an office and their programs to include budget formulation, justification and execution; financial management; and financial reporting.
  • Experience developing and executing a program, to include assessing and evaluating program performance, establishing strategic goals and objectives and managing significant financial resources.
  • Experience developing and implementing policies, instructions and procedures for financial management and billing for internal and external customer agencies.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Financial Management (*) - Prepares, justifies, and/or administers the budget for program areas; plans, administers, and monitors expenditures to ensure cost-effective support of programs and policies; assesses financial condition of an organization.
  2. Administration Management - Knowledge of planning, coordination, and execution of business functions, resource management allocation, and production.
  3. Planning and Evaluating - Organizes work, sets priorities, and determines resource requirements; determines short- or long-term goals and strategies to achieve them; coordinates with other organizations or parts of the organization to accomplish goals; monitors progress and evaluates outcomes.
  4. Communications - Expresses information (for example, ideas or facts) to individuals or groups effectively, considering the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing presentations: listens to others, attends to nonverbal cues, and responds appropriately; and writes in a clear, concise, organized, and convincing manner for the intended audience.
