Summary

You will serve as a Supervisory Program Manager (SVOG Deputy Director) for the Small Business Administration (SBA), Office of Disaster Recovery and Resilience, in Washington, District of Columbia. The incumbent is responsible for performing analytical and evaluative work related to the development and execution phases of the Shuttered Venue Operator Grant (SVOG) program.

Duties

You will serve as a Supervisory Program Manager (SVOG Deputy Director) for the SBA, Office of Disaster Recovery and Resilience, Shuttered Venue Operators Grant Division in Washington, District of Columbia.
This position aids the Deputy Director with planning and carrying out SVOG grants management compliance initiatives which may include devising, originating, interpreting, and modifying requirements, approaches, and procedures to enable the effective compliance review of the SVOG grants management program and its various internal functions.
Some of your typical work assignments may include:

  • Providing guidance and support to subordinate staff through efforts such as advocating, negotiating, mediating, and resolving problems and conflicts involving compliance within the various functional areas of the SVOG program.
  • Aiding the Director with the review of reports and other pertinent statistical data to determine the effectiveness of the compliance review function.
  • Developing and implementing internal compliance policy and guidance as well as management processes based on SBA and DR&R regulations and policies.
  • Keeping abreast of the scope and intensity of SBA and DR&R changes, trends, and directives from upper management and advising the Deputy Director concerning actions necessary to effect changes and minimize adverse effects for the compliance review area.
  • Ensuring the SBA and DR&R strategic plan, mission, vision, and related values are communicated to the subordinate staff and integrated into the division's strategies, goals, objectives, work plans, and work products and services.
  • Developing and maintaining status logs associated with the compliance review of grant files and other controls over grant compliance activities.

  • Mandatory Overtime: In order to respond quickly and efficiently to disaster survivors, substantial compensated overtime hours may be required while on assignment (up to seven days a week and twelve to fourteen hours a day).
  • Salary is non-negotiable; however additional locality pay may be added to the above salary based on the employee's residence or work location.

Qualifications

Experience:

GS-14: One year of specialized experience, equivalent to the GS-13 grade level in the Federal service, obtained in either the private or public sector. This Specialized Experience must demonstrate ALL the following:
  • Managing the operations of grant, loan, or related support programs to ensure the execution of strategic plans; and
  • Experience working with a federal government agency or agencies to review the work of stakeholders for adherence and/or compliance with established policies and/or overall program objectives; and
  • Advising senior management on appropriate actions necessary to maintain an organizational structure, to include manpower use and/or functional alignment.
