Duties
Serves as the Deputy Associate Director of the Assessments, Evaluation, and Placement Unit (AEPU) responsible for oversight of the enterprise-wide assessments of offenders and re-entry programming for returning citizens.
Conducts and oversees psychological studies, evaluations, and resource-utilization analyses; prepares findings and recommendations for agency leadership.
Plans, develops, and manages psychological and behavioral-health programs, including risk-needs-responsivity (RNR) initiatives, psycho-diagnostic services, and evidence-based interventions for high-risk populations.
Oversees budget planning, resource allocation, staffing projections, and quality-improvement activities to support behavioral-health and offender-care programs. Prepares long-range program plans, technical reports, and justifications for resources, facilities, and program development needs.
Provides leadership, guidance, and mentorship to supervisors and managers; supervises GS-14 staff; and ensures compliance with performance management, safety, and equal employment opportunity requirements.
Coordinates clinical and administrative operations across multiple programmatic venues and collaborates with internal and external stakeholders to ensure effective integration of services.

Qualifications
You may qualify for the GS-15 level Supervisory Psychologist, if you fulfill ALL of the following qualification requirements:
Satisfactory completion of all requirements for a doctoral degree (Ph.D. or equivalent) directly related to full professional work in clinical psychology. You must provide a copy of your transcripts to support your education claims. Transcripts must be submitted by the closing date of this announcement. Official copies may be requested if you are selected to move forward in the hiring process.
Applicants must hold a current, full, unrestricted license to practice clinical psychology at the doctoral level. This includes Licensed Psychologist, Licensed Clinical Psychologist, or any comparable state-issued unrestricted license in clinical psychology that authorizes independent diagnosis and treatment. Licensure must be current at the time of application and maintained throughout employment. Applicants are responsible for ensuring their licensure remains in good standing and for completing all continuing education requirements necessary to maintain licensure. A copy of your current, unrestricted license must be submitted with your application. Failure to provide a copy of your license will result in loss of consideration.
Applicants must have specialized experience equivalent to the GS-14 level in the Federal service. Specialized experience for this position is defined as providing expert clinical and programmatic guidance on complex psychological issues, advising senior leadership, and contributing to policy and program decisions; leading psychological or behavioral-health programs, including program planning, evaluation, budgeting, quality-improvement activities, and integration of evidence-based services for high-risk or high-needs populations; supervising professional staff and coordinating clinical and administrative operations to ensure compliance with clinical, procedural, legal, and organizational standards.
Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicants must have served 52 weeks at the GS-14 level (or equivalent) to qualify. Your most recent SF-50, "Notification of Personnel Action," showing your competitive service status and the highest grade or promotion potential held must be submitted to verify time-in-grade eligibility.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
