This Merit Promotion position is open to Current Federal Employees and Former Federal Employees with permanent status or reinstatement eligibility. Duties
This position is located in the Office of External Affairs and Communications (OCEA), under the Office of the Chairman and President of the Export-Import Bank of the United States (EXIM). OCEA is responsible for stewarding EXIM's brand and reputation through effective communications and public affairs programs and strategy. The department manages earned media opportunities and relationships with reporters, coordinates external engagements with EXIM's stakeholders, leads digital strategy for the agency, crafts owned content across EXIM's business units, and advises EXIM's senior leadership. Additionally, the department collaborates with other divisions on various external engagement activities for internal and external stakeholders.
The incumbent will report directly to Senior Vice President (SVP) of External Affairs Communications. The incumbent serves as the Vice President of the Public Affairs division, which oversees both the Public Affairs and Digital Content/Marketing departments. Responsibilities of these two departments include developing media relations and content, creative services, and digital strategy for EXIM. The incumbent will work closely with the SVP to craft the agency's communication's strategies and lead day-to-day execution. Additionally, the incumbent will be responsible for the strategic planning, initiation, direction, coordination, staff supervision, evaluation and review of all public affairs information and relations efforts.
Duties include, but are not limited to:
- Performs a key and essential role in EXIM's strategic communications with members of the press and external stakeholders using a high degree of interpersonal communication skills to develop and maintain professional relationships with stakeholders, while developing a two-way dialogue that enhances the understanding.
- Establishes and maintains relationships with media outlets and reporters to advance EXIM priorities and grow the agency's media contacts and serves as an agency spokesperson and responds to media inquiries with timely and accurate information, when needed.
- Plans, writes, coordinates, and directs proactive national media outreach strategies that promote understanding of the agency's mission and executes integrated communications plans for policy rollouts and other priority topics as identified by EXIM leadership.
- Serves as the expert authority on the planning, creation, production, and distribution of agency related content across multiple media platforms.
- Performs all the functions typically associated with first level supervision to include managing professionals in media/public affairs, creative services, and digital strategy. In collaboration with Senior Vice President, incumbent plans overall work to be accomplished, sets priorities, establishes timelines, and adjusts work assignments, schedules and augmentation staffing to meet objectives. Evaluates overall performance and ensures that each employee accomplishes a satisfactory amount and quality level of work in a timely manner.
- Serves as a strategic advisor for EXIM leadership on media engagements and leading coordination of press related events for print, broadcast, and digital media.
- Develops effective communications strategies that support the agency's goals and partnering with senior leaders in various business units to maximize external reach and engagement through various communications tools and tactics.
- Writes and edits talking points, speeches, news releases, advisories, fact sheets, and other written materials as needed.

Qualifications
Specialized Experience (Credit for Specialized Experience on resume must reflect 40 hours/Full-time per week for each period of work):
GS-15: You must have one (1) year of specialized experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the GS-14 level in the Federal Government or other equivalent pay systems. Specialized experience includes:
- Experience developing comprehensive communications and digital outreach strategies, producing written and multimedia content, and executing proactive engagement plans to enhance organizational visibility and support mission objectives.
- Experience providing high level briefings and strategic communications advice to senior leaders and principals on complex public affairs, media, and policy issues, including developing clear messaging and written materials to support organizational objectives.
- Experience supervising multidisciplinary teams across public affairs, media relations, creative services, and digital strategy; establishing performance standards and ensuring alignment with organizational communications priorities.
- Experience preparing executives for high stakes public engagements by drafting speeches, talking points, and briefing materials; conducting risk analysis; and anticipating media and stakeholder inquiries.
- Experience serving as an official spokesperson, cultivating relationships with media and external stakeholders, and coordinating press outreach and public-facing events to advance strategic objectives.
Education cannot be substituted for experience at the GS-15 grade level.
