Summary

The Supervisory Realty Specialist in the Office of Real Property provides support for one or more of ORP's programs. This includes prospectus level leasing, land acquisition and disposition, land use, special real property projects, and implementation of policies and procedures for those programs. The Supervisory Realty Specialist provides management and supervision to Realty Specialists who are executing the work of these programs and conducting real estate actions on behalf of the Department.

Duties

Major duties include but are not limited to the following:

  • Ensuring employee goals, progress reviews, and yearly evaluations are completed accurately and on schedule, and address performance issues quickly and fairly
  • Reviewing team work products to ensure accuracy, compliance, and quality before they are submitted
  • Handling disagreements constructively to maintain positive working relationships and a professional work environment
  • Planning and assigning work based on priorities, complexity, and team capabilities, adjusting short-term schedules as needed
  • Overseeing daily operations and allocating resources to balance workload with team capacity
  • Distributing people and resources across projects to reduce bottlenecks and maintain productivity
  • Conducting quality checks on staff deliverables to confirm accuracy and alignment with policies and procedures
  • Reviewing real estate actions to verify technical adequacy and compliance with requirements and established processes
  • Preparing or reviewing briefings, presentations, and documentation that require detailed analysis and accuracy
  • Providing timely, accurate information and support to leaders, customers, and other stakeholders
  • Keeping customers informed of changes that may affect scope, schedule, funding, or project milestones, including risks and mitigation plans
  • Maintaining strong working relationships with colleagues and partners, representing the organization professionally in meetings and negotiations
  • Listening to and resolving employee complaints and escalate serious issues to leadership when needed
  • Addressing workplace issues, performance concerns, and accommodation requests promptly and fairly
  • Modeling professionalism and cooperation, even during disagreements, to support team trust and unity
  • Overseeing real estate and leasing activities and ensuring actions follow applicable laws, policies, and accepted industry practices.
  • Ensuring staff apply correct procedures when planning, reviewing, and managing lease projects
  • Representing the organization in obtaining and managing lease projects, resolving complex contractual or administrative issues as they arise
  • Monitoring project timelines and costs, identifying potential issues early, and taking action to stay on schedule and within budget
  • Allocating resources across the project portfolio to support cost-effective and timely completion of work
  • Providing leaders with recommendations on real estate program decisions, including trade-offs involving cost, schedule, risk, and stakeholder impact
Work Schedule: Monday thru Friday, 8:00am to 4:30pm
Compressed/Flexible Schedule: May be Available
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework. Telework eligibility will be discussed during the interview process.
Virtual/Remote: This is not a virtual position. Location is negotiable among VA-approved staff offices, subject to space availability and management approval. Applicants without an existing assigned VA staff office must be located within 50 miles of a CFM regional office to be considered. This is not a remote position.
Physical Requirements: The work is primarily sedentary with regular and recurring travel to proposed and ongoing construction sites. Site visits require the ability to walk over rough terrain, climb ladders and crawl in often tight spaces.

Qualifications

You may qualify based on your experience as described below:

Specialized Experience: One year of specialized experience (equivalent to the GS-13 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes:
  • Leading and supervising a team of realty specialists by planning work to be accomplished, setting and adjusting priorities, assigning projects based on complexity and staff capabilities, and reviewing work products for technical adequacy, policy compliance, and timeliness.
  • Managing a portfolio of complex real property projects, monitoring scope, schedule, and budget, and holding staff accountable for delivering high-quality, compliant acquisition and lease execution results.
  • Providing day-to-day supervisory leadership, including coaching and mentoring staff; conducting performance planning and evaluations; addressing performance and conduct issues; making hiring, promotion, and award recommendations; and identifying and arranging training and development opportunities.
  • Representing the organization in high-level internal and external meetings, coordinating with internal and external stakeholders to explain, justify, and resolve significant or controversial leasing issues.
  • Interpreting and applying Federal real estate and acquisition statutes, regulations, and policies to provide authoritative guidance to staff on complex leasing matters, resolve escalated issues, and recommend process improvements that enhance program effectiveness and efficiency.
