Summary

The incumbent will be responsible for supervising a records and information management team, ensuring the Division's records are stored, retained, retrieved, and disposed of effectively in compliance with federal laws and regulations, as well as being responsive to the Department's and Division's needs and policies. This team is part of the Office of Records and Information (ORI), which oversees records and information management, the processing of FOIA/PA requests, and privacy compliance.

Duties

The duties and responsibilities for a GS-308-14 Supervisory Records and Information Specialist generally include, but are not limited to, the following:

  • Supervising management staff, communicating and integrating the Division's strategic plan, mission, vision, and values into the staff's strategies, objectives, work plans, work products and services.
  • Drafting Division policy on records management in accordance with legislation, federal laws and regulations, as well as policies, procedures, and precedents that apply to DOJ's and CIV's records management and control. This includes drafting new records schedules, as appropriate.
  • Directing the day-to-day operations of staff, providing technical and administrative direction to subordinates, and interacting with the Division Records and Information Counsel to promote and ensure effective leadership.
  • Assigning, directing, and reviewing the work of employees; setting and adjusting priorities; communicating assignments, projects, and problems to be addressed and resolved; and managing actionable events, setting milestones, and/or program issues under review by the Division Records and Information Counsel.
  • Developing performance standards and evaluating employee performance; recommending awards, as appropriate; and identifying developmental and training needs for employees and providing or arranging for such needs to be met.
  • Assigning work and providing oversight to staff members responsible for shipping/transferring physical/electronic records and information to NARA (National Archives and Records Administration) and other storage facilities, providing guidance to Division offices, branches, and sections on retention schedules, entering data into various records.
  • Overseeing the digitization of physical records and providing clear guidance to Division offices on technical requirements associated with digitizing/scanning of DOJ records and information.
  • Monitoring the records disposal program for records and information, including surveying materials and information for possible disposal; ensuring that records are disposed of in accordance with record control schedules; advising on the methods and procedures for disposal; and preparing reports showing the different types of records and information disposed of or transferred, amounts of space recovered by disposal operations and methods of destruction, etc.
  • Liaising with the Office of Information Technology on software enhancements that have records management components.
  • Providing overall advice and guidance to the Division Records and Information Counsel with regard to records management requirements; providing clear guidance to records liaisons relating to records retention, dispositions, and disposal; and advising Division offices on completion of Records and Information Management (RIM) certification required on applications and databases that store government records.

Qualifications

If you are a current or former government employee on a permanent appointment in the competitive service, you will need to demonstrate 1- year (52-weeks) at the next lower grade level as listed in the qualifications below. Time-in-Grade applies if you are in a current GS position or held a GS position within the previous 52 weeks. Additionally, please ensure to submit an applicable SF-50 (please refer to the "required documents" section for additional information).

To qualify for the position of Supervisory Records and Information Specialist, at GS-0308-14, you must meet the basic qualification requirements listed below.

You must demonstrate that you have one year full (52 weeks) of specialized experience equivalent to the GS-13 level in the federal service performing such duties as: providing oversight to staff engaged in programs administering records management; assigning, directing, and reviewing the work of employees; developing performance standards and evaluating employee performance; coordinating and directing records management activities both classified and unclassified that involve records creation, records maintenance, shipping/transferring and disposition; providing overall advice and guidance to the Division.

It is strongly preferred that you demonstrate experience in every stage of drafting and finalizing a records schedule, as well as drafting and implementing policies to ensure that records schedules are being complied with.
