Job Description (Please follow all instructions carefully)

Summary

This position is located in the Office of the Federal Transit Administration (FTA) Region 2. You will serve as the Deputy Regional Administrator under the supervision of the Regional Administrator.

Duties

As the Deputy Regional Administrator, you will:

  • Contribute to the mission of the office by assisting the Regional Administrator with the general administration and management of the Regional Office, the support of different transit needs, environmental issues including the federal environmental review process, the development of federal grant applications, the project management oversight of major capital projects, the programmatic oversight of federal recipients, the provision of technical assistance to FTA recipients, interactions and communications with key FTA stakeholders, and the identification and resolution of complex, novel, and politically sensitive issues.
  • Assist the Regional Administrator in advancing and achieving FTA's mission.
  • Represent and speak for the Regional Administrator in the resolution of policy and programmatic issues with Federal, State, regional, local, and tribal officials, representatives of the transit industry, trade associations, interest groups, and the public.
  • Direct the management of regional resources and establishes policies and goals for management services, including organizational, personnel, training, budget formulation and administration, financial management, facilities management, records management, and general administrative services.
  • Support the Regional Administrator with executive direction in the provision of financial and technical assistance to Federal, State, regional, local, and tribal officials associated with the various FTA programs and Federal loans.
  • Determine and establish program policies, objectives, and priorities for the Regional Office, and direct development and implementation of the regional strategic and workforce plans.
  • Support the administration of the Federal Transit program, including the transportation planning process; federal environmental reviews; the design, engineering, construction, and maintenance of capital projects; the provision of operating assistance; compliance with civil rights program requirements including the Americans with Disabilities Act requirements and Disadvantaged Business Enterprise requirements; the programmatic oversight of FTA recipients; the project management oversight of major capital projects; the delivery of tribal transit programs; and grants development, oversight, and administration.

The ideal candidate is a senior level professional and has experience managing cross-disciplined teams and large complex transportation projects, with significant knowledge of the transportation industry. The candidate must have strong written and verbal communication skills and be able to convey ideas and make recommendations to senior internal and external stakeholders. The candidate must have a strong work ethic and be resilient in high pressure and changing environments.

CONDITIONS OF EMPLOYMENT:

  • FINANCIAL DISCLOSURE: The Ethics in Government Act of 1978 requires the applicant selected for this position to submit a Confidential Financial Disclosure Report (OGE Form 450) within 30 days of appointment and annually thereafter.
  • PCS/RELOCATION/RECRUITMENT:  Permanent Change of Station (PCS), Relocation, and Recruitment Incentive authorization varies by position/selection and a service agreement may be required.
  • PROBATIONARY PERIOD: Applicants may be required to successfully complete a one-year probationary period (unless already completed).
  • SUPERVISORY PROBATIONARY PERIOD: New supervisors must complete a 1-year probationary period (unless already completed).

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience requirements.

To qualify for the Grade 15, you must have at least one year of specialized experience equal or equivalent to the GS-14, it must include:

  • Experience supervising or leading staff responsible for program, operations, and capital project delivery, and providing guidance related to policy and program requirements.
  • Experience managing and directing one or more major programs in a transportation or construction environment.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  • Strategic Thinking - Formulates effective strategies consistent with the business and competitive strategy of the organization in a global economy.
  • Leadership - Influences, motivates, and challenges others; adapts leadership styles to a variety of situations.
  • Transportation Program Management - Comprehensive knowledge of role that the FTA and the federal government (including OMB, Treasury, GSA, and OPM) play in funding transportation programs nationwide; roles and responsibilities of federal, state and local transportation partners.

For all types of consideration, experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).  Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.  You will receive credit for all qualifying experience, including volunteer experience.
