Summary
Serve as a Supervisory Transportation Specialist within the Office of Railroad Development. The mission is to improve railroad safety, efficiency, service, and capacity through stewardship of rail-related financial assistance programs. This role will be responsible for managing the development, delivery, and monitoring activities for transportation policies, programs, and projects.

Duties
The Supervisory Transportation Specialist :
- Advises the Office Director, the Associate Administrator, Administrator and the Office of the Secretary of Transportation on rail financial assistance programs and policies for the Office.
- Leads and directs the coordination across FRA to ensure an integrated, consistent approach to analyzing and recommending national rail policies and legislative proposals, including reauthorization proposals, policy input to the President’s annual budget submission to Congress, and other DOT policy proposals. Leads and coordinates activities with RCFO Policy Coordination Office.
- Participate and direct the development, analysis, and preparation of internal and external communications regarding rail policy, and legislative and budget proposals which may be vague, complex or uncommon.
- Leads and directs the oversight, including standard policies, procedures, and operating practices for RRD oversight funding programs and the use of contractors to support the implementation of RRD’s financial assistance programs.
- Lead and support implementation of project delivery and project oversight through both the pre-award and post-award phases associated with DOT/FRA’s financial assistance programs. This may include directing a team in evaluating applications submitted for review, monitoring Federal project progress and providing subject matter expertise in project oversight to mitigate risk, maintain quality assurance processes, solve issues, and ensure project discretionary grant administration, executions, and compliance.
The ideal candidate for this position is a highly motivated mid-level transportation professional who can function independently and demonstrate leadership in team environments. Candidates must have the skill and experience working collaboratively and productively with individuals with diverse backgrounds and experiences; organizational and management skills; and the ability to handle multiple competing priorities, issues, and projects simultaneously. Applicants must have strong analytical and communication skills, with the ability to analyze data, draw conclusions, and develop recommendations to present to a variety of audiences and knowledge in the areas of transportation or passenger rail infrastructure, policy, operations, project development or grant administration.

Qualifications
To meet the minimum qualifications for this position, you must meet the specialized experience qualifications.
To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include:
- Experience performing analytical, evaluative, advisory, technical, or comparable work, developing policy positions relating to multi-modal transportation AND articulating those policy positions before multilateral organizations, industry groups, and/or government officials as a regular and recurring part of your job with minimal supervision.
- Experience conducting program/project oversight and management of transportation programs.
- Experience using project management methods to assist with the coordination of team or contractor activities to ensure steady work flow, maximum production, compliance with deadlines, and/or overall efficiency of operations.
