Job Description (Please follow all instructions carefully)

Summary

The position is located in the Office of Railroad Development (RRD), Federal Railroad Administration (FRA). You will serve as a Deputy or Division Chief in one of the offices/divisions in RRD. The mission is to improve railroad safety, efficiency, and capacity through stewardship of all rail-related Federal investment programs and projects.

Duties

As a Supervisory Transportation Specialist, you will:

  • Direct rail program/project development and implementation strategies and policies, including guidance, rulemakings, technical assistance, oversight policies, business processes, and program.
  • Make policy and legislative recommendations to continually enhance program performance, including successful implementation of the Bipartisan Infrastructure Law.
  • Direct the assessment of rail services, financial performance, investments, in advancing high-performance rail policy, objectives and plans in the United States.
  • Direct a staff of transportation industry analysts, management and program analysts, planners, and/or engineers responsible for development, execution and oversight of program and project portfolios (includes all administered programs across the nation).

The ideal candidate: Possess an in-depth understanding of project development, management, and delivery, including the roles of systems & project planning, environmental clearance, and grants management. Have experience managing personnel & high-level stakeholder relationships, budgeting, business process improvement, office management and strategic planning. Require little to no training in transportation policies and programs. Possess energy & passion for the job, flexibility for change, and be dedicated to achieving goals.

  • SECURITY CLEARANCE: Varies by position.  If applicable, you must be able to obtain and maintain the appropriate security clearance of the position to which appointed.
  • FINANCIAL DISCLOSURE: Varies by position. If applicable, you may be required to file a confidential financial disclosure form (Office of Government Ethics (OGE) Form 450) or a public financial disclosure form (OGE Form 278e), within 30 days of appointment and annually thereafter.
  • BACKGROUND INVESTIGATION: You may be required to complete a background/security investigation and meet preliminary requirements prior to onboarding.
  • POSITION SENSITIVITY AND RISK: Varies by position and will be based on the position to which appointed.
  • REMOTE WORK: This position may be eligible for remote work, which does not require reporting to the agency worksite location on a regular basis. If selected for a remote work location, you will be required to sign a remote work agreement detailing agency remote work policy requirements, working conditions, and expectations for the position.

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience qualifications. 

To qualify for the Grade 15, you must have at least one year of specialized experience equal or equivalent to the GS-14, it must include:

  • Experience leading and providing oversight for transportation industries, operating programs, and projects.
  • Experience with performance metrics for services or programs, including financial performance, service reliability, customer service, asset condition, and delivery of policy goals.
  • Experience communicating with senior executives and stakeholders to include federal, state, and local officials to provide guidance, advocate, and represent an organization.
  • Experience planning, assigning, and establishing work priorities and deadlines for a staff or contract team.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

RAILROAD STOCK: Pursuant to 5 C.F.R. Parts 2635.403 and 6001.104, all FRA employees (or spouses or minor children of FRA employees) are specifically prohibited from holding railroad stock (including shares of Berkshire Hathaway, Inc. which owns 100% of BNSF), whether held outright, in an IRA, or in a 401(k) or other plan. (Employees may hold a mutual fund which invests in railroad stocks, so long as the mutual fund does not invest more than 30% of its assets in such prohibited investments.) Employees having a prohibited financial interest must divest themselves of railroad stock within 90 days after their appointment to their positions. Neither the rule against holding railroad stock, nor the divestiture period, is in any way affected by the existence of re-employment rights which employees might have with railroad companies. Nor is there any monetary threshold for applicability of the rule against ownership of railroad stock; all dollar amounts are prohibited.
