Duties

  • Duty 1: Manages and directs a large fire management program that includes fire mitigation education, fire preparedness, fire suppression, and post-suppression activities.
  • Duty 2: Oversees development, implementation, and review of fire cost recovery and fire trespass procedures and investigations.
  • Duty 3: Provides guidance and oversite to management and staff.
  • Duty 4: Advises on complex and controversial fires, fuels, and smoke management ecological problems influencing long- and short-term resource management activities.
  • Duty 5: Exercises responsibility, provides consultation and authoritative expert guidance, negotiates cooperative fire agreements, and conducts program and fire readiness reviews.

  • Position requires a valid state driver's license to operate light vehicles and 4x4 vehicles. May require additional specialized training and certification to operate specialized vehicles and equipment.

Qualifications

Selective Placement Factors:This position requires a special qualification that has been determined to be essential to perform the duties and will be used as a screen out element. Those who do not provide evidence they possess the following selective factor(s) will be rated not qualified.

This position is subject to the lnteragency Fire Program (IFPM) Standard and Guide selective placement factors for a Unit Fire Program Manager (UFPM). This position requires the following qualifications - currency not required:
1) Division Supervisor (DIVS) and Incident Commander Type 3 (ICT3)/Prescribed Fire Burn Boss Type 2 (RXB2);
OR
2) Aviation Support Group Supervisor (ASGS) and Incident Commander Type 3 (ICT3)

It is a requirement for Unit Fire Program Managers (UFPM), to complete the Fire Program Management training, M-581. If you have not completed this training, you will have one year from the date of your entry on duty to complete this training.

Specialized Experience Requirement:
In order to be rated as qualified for this position, we must be able to determine that you meet the specialized experience requirement - please be sure to include this information in your resume. To be creditable, this experience must have been equivalent in difficulty and complexity to the next lower grade of the position to be filled.

For GS-13: One year of specialized experience equivalent to at least the GS-12 grade level that is equivalent in difficulty and complexity as indicated by the following examples:

Reviewing and evaluating fire management plans for ecological soundness and technical adequacy; conducting field inspections before and after prescribed or wildland fires to determine if resource objectives were achieved and/or to evaluate the effectiveness of actions taken; and developing analyses on the ecological role of fire and its use and/or exclusion, and smoke management.

In addition, appropriate experience must have included EITHER Prescribed Fire/Fuels Management - OR - Fire Management Operations as described below:
Prescribed Fire/Fuels Management - experience in a broad range of activities such as;
- Professional forest or range inventory methods and procedures (e.g., Brown's planar intercept for dead down fuels; live fuel loadingassessments);
- Analysis of fuel loadings and determination of appropriate fuel treatment methods and programming.
- Land use planning and environmental coordination.
- Evaluating prescribed fire plans or fire management plans to ensure fire containment is possible and identify appropriate suppression contingencies if containment is not obtained.

Fire Management Operations-
Analyzing and applying fire management strategies, plus experience in at least five of the following activities:
- Mobilization and Dispatch Coordination
- Fire Prevention and Education
- Training
- Logistics
- Equipment Development and Deployment
- Fire Communication Systems
- Suppression and Preparedness
- Aviation

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You must meet all qualification and IFPM requirements by the closing date of the announcement.

You must provide a copy of your Incident Qualification and Certification System (IQCS) Master Record or other equivalent documentation which verifies you meet the required NWCG minimum qualifications for this IFPM position. Failure to provide this documentation by the closing dated of the announcement will result in you being rated as not qualified.

Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level.

This is a SECONDARY/Administrative fire position under the special retirement provisions of 5 U.S.C. 8336(c) (CSRS) and 5 U.S.C. 8412(d) (FERS). While secondary positions are not subject to the maximum entry age (MEA) policy, the selectee must have prior service in a primary position and meet the transfer requirement for movement from a primary to secondary position to be eligible for special retirement coverage.
