Summary
This position is located in the Architect of the Capitol, Library Buildings and Grounds (LBG), Supply and Materials Division. The incumbent serves as Chief, Supply and Materials Division. Plans, organizes, and directs Division operations. Responsible for the acquisition, inventory, and disposition of supplies and equipment. This position serves as an entry level for this role. The incumbent performs assignments under the mentorship of the Deputy Executive Director of Facilities Operations, LBG
Duties
Tour of Duty: Day - Monday - Friday: 7:00 AM - 3:30 PM
DUTIES: GS-11
Supervises the functions of the Supply and Materials Division. Plans work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules for completion of work. Assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees. Evaluates work performance of subordinates. Gives advice, counsel, and instruction to employees on work and administrative matters.
Interviews candidates for positions in the unit. Recommends appointment, promotion, or reassignment to such positions. Hears and resolves complaints from employees, referring more serious unresolved complaints to a higher level manager. Effects minor disciplinary measures such as warnings and reprimands, recommending other action in more serious cases. Identifies developmental and training needs of employees. Provides or arranges for needed development and training. Finds ways to improve production and increase the quality of work directed. Develops performance standards. Reviews and approves or disapproves leave requests.
Oversees the budget which covers tools, parts, supplies, equipment and services. Monitors the execution of that budget. Develops recommendations for budgetary adjustments to support unanticipated changes in supply management operations. Prepares budget requests for the long-range procurement of parts, supplies, and equipment.
Maintains a general ledger for equipment and supplies by projects. Reviews and reconciles accounting reports using the general ledger and current expenditures. Plans and projects expenditures by fiscal quarter based on usage and input on equipment and supplies for new projects.
Prepares documents to obtain and transfer surplus property between LBG and other agencies. Initiates actions to remove equipment from the inventory.
Provides leadership to ensure support for equal employment opportunity (EEO) goals and requirements. The incumbent is responsible for utilizing a thorough knowledge of and compliance with all OSHA safety rules and regulations to ensure that work progresses in a safe manner and to initiate or take corrective action on unsafe conditions in managed areas. Provides or receives training, either on the job or through classroom training to ensure that all direct reports know how to use required Personal Protective Equipment (PPE). Routinely checks to verify that subordinates are using all required PPE.

Qualifications
Specialized experience is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, an applicant's one full year (52 weeks) of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance.
To qualify at the GS-11 level, your resume must clearly demonstrate that you have one full year (52 weeks) of specialized experience comparable in difficulty and responsibility to at least the GS-09 level in the federal service. Examples of qualifying experience include the following types of tasks performed on a regular and recurring basis: Specialized experience is defined as having 3 out of 5 of the following:
- Reviews Credit Card statements and performs analysis to reconcile orders in the financial management system.
- Reviews and evaluates cost estimates and compares to budget/funding levels.
- Monitors established supply systems processes to ensure compliance with established goals and agency requirements including budget and procurement cutoff dates.
- Resolves conventional inventory management problems, questions and situations in a supply operation.
-Plans work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules for completion of work
OR
Have a Ph.D. or equivalent doctoral degree or at least 3 full years of progressively higher level graduate education leading to such a degree or an LL.M. To be qualifying, the higher-level graduate education must be in a major field of study with course work directly related to the work of this position.
OR
Have an equivalent combination of the above specialized experience AND higher level graduate education that meets 100% of the qualification requirements for this position.
