Duties

Provides advice, guidance, and recommendations to the supervisor of ASC on: (a) proposed or on-going major programs and functions/activities, program goals, plans, resources for various Headquarters Administrative Operations; (b) support programs and building/facility management functions and activities; and (d) research and develop written and oral communication products that are clear and easy to understand by employees and clients.

Coordinates and administers Commission-wide administrative services support programs in support of both Headquarters, Gettysburg buildings and various field locations and includes: (a) garage/parking operations and maintenance; (b) transportation services; (c) agency-wide inventory control and property management; (d) requisitioning of office supplies, furniture and equipment; (e) move scheduling and execution, equipment maintenance, repair and disposal; (f) transit benefits and parking; recycling; (g) energy conservation program; (h) housekeeping services; (i) warehousing; (j) contract maintenance of government-owned and leased equipment services; (k) laborer support; (I) financial management of OMD-AO accounts and technical management of related contracts; (m) distribution of publications; (n) conference support services; (o) mail management and distribution; (p) maintenance of building directory boards, and agency/staff signage; (q) maintenance of facility copiers including scheduling repairs and providing necessary cartridges, toners and ink; and other related activities.

Implements recommendations and provides guidance for on-going Headquarters facilities operations and maintenance. Ensures that procedures described comply with federal, state and local requirements. Interacts with the building owners and their representatives to coordinate changes and ensure compliance with the facility security. Develops accountability reports for facility maintenance and improvements.

Serves as the ASC space/relocation coordinator to include the planning, and monitoring of relocation process. Coordinates moves with OCIO to ensure all technical requirements are met, and works with space planners to coordinate and ensure necessary electrical, construction, and mechanical requirements are met prior to moves. Provides liaison between all affected/necessary parties and Bureaus/Offices.

Ensures the provision of quality customer service and support to a diverse customer base by the assessment of needs and satisfaction of customer's expectations.

Provides continuing interaction and response to the customer's needs, requirements, issues and problems, which can require implementing FCC/OMD and OMD-AO's mission, programs, plans and policies to ensure customer needs and requirements are met.

Reviews, recommends changes and develops FCC Property Management procedures and guidelines to ensure effective results are achieved during the following year's inventory process.

Prepares requests for the acquisition of excess property/equipment from GSA for use by the Commission. Manages the disposition of requests for property received from Bureaus/Offices. Ensures that the requests are processed and items are issued from existing stock or placed on order.

Serves in a developmental capacity as Contracting Officer Representative (COR) for Administrative Service Center contracts and any other field contracts assigned. Provides liaison functions between contractor's personnel, FCC staff and management. Reviews work performed by contractors, confers with users and vendor representatives on a regular basis and monitors contract expenditures. Reviews and evaluates contractors work to date and monitor contract expenditures.

GS-12

IN ORDER TO BE DEEMED AS QUALIFIED, CANDIDATES MUST HAVE ONE YEAR OF SPECIALIZED EXPERIENCE WHICH IS EQUIVALENT TO THE GS-11 GRADE LEVEL IN THE FEDERAL SERVICE. SPECIALIZED EXPERIENCE IS DEFINED AS EXPERIENCE:

1. Serving as the office space/relocation coordinator to include the planning, and monitoring of the office relocation process.
2. Providing technical and administrative guidance on office relocations and/or office space utilization projects.
3. Assisting in the oversight of the day-to-day maintenance of office furniture and arranges for office furniture repairs as needed.
