Summary

This Systems Accountant position is located in VA Central Office (VACO), Office of Management (OM), Office of the Revolving Funds (ORF), VA Supply Fund Fiscal Operations (SFFO) Office, Reports and Analysis Office. The primary purpose of the Systems Accountant is to provide professional accounting systems services to supported VA Supply Fund organizations to plan, design, test, analyze, implement and maintain applicable Department accounting, financial and reporting systems.

Duties

This is a non-bargaining unit position.

Major Duties:

  • Assists in planning work to be accomplished by team members, sets and adjusts short-term priorities, and provides advice, counsel, or instruction to employees both on work and administrative matters.
  • Assists in planning and conducting year-end close out activities; preparation and coordination of all accounting reports for supported activities; reconciliation of high-tech medical equipment.
  • Assists in the planning and conducting the fiscal year start up activities; payroll reports; identifying, monitoring and reporting trend analysis; developing, implementing, monitoring and reporting VA Supply Fund performance metrics to aid Supply Fund entities
  • Assists in developing technical specifications and monitors the development of new systems and procedures to meet management and reporting requirements.
  • Prepares and submits to various senior-level managers, a wide variety of financial reports that includes undelivered orders reconciliation for travel and high-tech medical equipment (HTME); budget formulation; billing holiday allocation; billing and collections; cost reporting; general ledger and trial balance; and audit recoveries.
Work Schedule: Monday - Friday 8:00 am - 4:30 pm
Telework: Ad-hoc telework (situational telework) available as determined by the agency policy.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement.

Basic Requirement:
This job series has an Individual Occupation Requirement (IOR). The IOR must be met, in addition to the specialized experience requirement for the grade level. Applicants who do not demonstrate that they meet the IOR in their application documents are ineligible for further consideration. Evidence of the Individual Occupational Requirement must be reflected in your application materials. Transcripts are required to document educational requirements.

Individual Occupation Requirements for all 0510 Accountants:

Degree:
accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")

OR

Combination of education and experience:
at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:

1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;

2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or

3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

AND

GS-13 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:

  • Developing, implementing, and maintaining accounting systems, policies, and procedures;
  • Applying governmental accounting principles, the Standard General Ledger, federal financial reporting requirements, and audit procedures;
  • Analyzing fiscal systems, accounting data, and financial reporting to identify and resolve complex issues;
  • Evaluating accounting systems and recommending process improvements involving multiple financial systems or organizations; and
  • Providing technical guidance and presenting recommendations on accounting systems and financial reporting to management.

EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume.   • Experience evaluating accounting systems and internal controls, recommending process improvements, and supporting systems implementation, testing, or integration.
  • Experience providing authoritative technical guidance and presenting recommendations on accounting systems, financial reporting, and process improvements to management and other stakeholders.
Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. VA may offer newly-appointed Federal employee's credit for their job-related non-federal experience or active duty uniformed military service.
