Summary

THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.

This National Guard position is for a TRAINING SPECIALIST (MARKSMANSHIP) (Title 32), Position Description Number D2118000 and is part of the AR ARNG MARKMANSHIP TNG CTR, National Guard.

(1) Arkansas Army National Guard (AR ARNG) Technicians; (2) All members of the AR ARNG, (3) Individuals who are not members of the National Guard but who are eligible to acquire membership in an available and compatible military grade for excepted technician positions. (Upon selection, must be a member of the AR Army National Guard).

Duties

(1) Develops and implements operation plans and orders for the conduct of: Winston P. Wilson Rifle, Pistol and Machinegun Championships, Army Area Reserve Components Small Arms Championships, National Guard participation in the US Army Small Arms Championships, the Interservice Pistol Championships, and the Marksmanship Advisory Council Region Combat Tournament.

(2) Manages instructional activities relating to competitive marksmanship such as small arms firing schools provided on request of the various states and coaches clinics.

(3) Reviews, writes, or up-dates regulations pertaining to all aspects of competitive marksmanship to include, rules and regulations of competitions and security directives for weapons and ammunition.

(4) Maintain continuous contact with the State Marksmanship Coordinators of all fifty sates, District of Columbia, Puerto Rico, Virgin Islands and Guam to keep abreast of their competitive activities and provide them information on programs and to assist in enhancing and expanding their programs.

(5) Plans and administers various indoor programs such as Chief, National Guard Bureau Smallbore Rifle Tournament, Chief, National Guard Bureau Smallbore Pistol Tournament, Chief, National Guard Bureau Combat Rifle Tournament, Chief, National Guard Bureau Combat Pistol Tournament, Adjutants General Air Pistol Tournament, and Adjutants General Air Rifle Tournament.

(6) Assis various Training Officers in the Small Arms Instructor/Range Officer Course (SAIROC), also assists in the management of the National Guard Rifle, Pistol and Smallbore Squads. Develops and implements plans, policies and programs for unit level competitions for small arms to enhance individual qualification training.

(7) Provides guidance and training for other assigned personnel in the performance of competitive marksmanship activities.

(8) Performs other duties as assigned.

Compatible military grade and assignment required prior to the effective date of placement. This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard. Applicants who are not currently a member of the National Guard must be eligible for immediate membership in the military grade listed below. Selectee will be required to wear the military uniform.

Minimum Grade - 1LT (O-1)
Maximum Grade - CPT (O-3)

Compatible Military Assignments: Selectee must be a member of the Arkansas Army National Guard. Selected member must fill a dual-status Technician / Branch and Material MTOE position at NGMTC

IMPORTANT NOTES (AS APPLICABLE): Upon selection for this position, individual must possess or initiate a National Agency Check with Inquiries (NACI) background investigation. A favorable determination based upon investigative results is mandatory for this position. Failure to meet these requirements will result in termination of employment. A pre-placement physical is required if not already current. Upon selection, must complete mandatory Full-Time Support (FTS) Training at the Professional Education Center (PEC) within six months of assignment (if applicable, training will be coordinated by the supervisor). Individual must meet all military requirements of the position without creating a grade inversion, as determined by the Human Resources Office (HRO). Technicians will not be militarily senior to their full-time supervisor or wage leader (Grade Inversion). Enlisted members currently at a higher grade than allowed by the position (see Military Grade Requirement above) may apply; however, they must administratively reduce prior to appointment and provide confirmation of the reduction to HRO.

GENERAL EXPERIENCE:

Experience that provided evidence of the ability to instruct students in the use of equipment, principles, or practices of the subject or occupation. This experience may have been gained as a teacher or instructor; in on-the-job supervision or instruction of subordinates or fellow workers; or in work involving application of the principles, practices, and techniques of the occupation or subject-matter field of the position to be filled.

SPECIALIZED EXPERIENCE:

Experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include:

Undergraduate and Graduate Education: Major study -- education or a subject area related to the position to be filled.

Your qualifications will be evaluated on the following competencies (knowledge, skills, abilities, general and specialized experience):

(1) Occupational Series: This position is responsible for planning, implementing, and coordinating the competitive Marksmanship Activities for the National Guard. This includes national and international competitive events. The duties require a practical knowledge of education and training procedures, but do not require a full professional knowledge of educational concepts, principles, techniques and practices. Extensive knowledge of the National Guard Competitive Marksmanship and Individual Training programs is required to provide detailed operational plans and directive son the major activities. GS-1712 series is appropriate for this position because duties are in fact non-professional in nature, but require knowledge and skills sufficient to conduct workshops, seminars and briefings to Commanders, State Marksmanship Coordinators and other senior leaders on all aspects of competitive marksmanship programs.
(2) Title: According to Reference B1, the title "Training Specialist" is to be used for positions primarily involve din the development, review and/or evaluation of training materials, aided, devices, equipment or the like. Subject position is responsible for planning and oversight of major competitive marksmanship activities of the National Guard. Included in this responsibility is managing of instructional activities and reviewing and updating regulations pertaining to competitive marksmanship.
GS-11 level for Assignment Characteristics. Greater ledge of applicable programs is required at this level than at theGS-09 level. Assignments at the GS-09 level are characterized by the conventional or established nature and the requirement for minor adaptations in existing materials or methods. The GS-09 position prepares portions of larger projects to complete curriculum for a course; whereas GS-11's work typically results in self-contained shed products. This position would not meet the GS-12 level use guidelines, once developed, require very little change. If changes were required close coordination and cooperation with higher authority would be necessary.(b) Level of Responsibility: GS-11 specialists in this standard perform their work without direct supervision during the course of developing and carrying out their plans and studies. Subject position operates in the same manner, therefore, the level of responsibility delegated this position compares favorably to the GS-11level. Incumbent is expected to make the necessary personal contacts to provide the expertise to explain procedures relating to competitive marksmanship activities.
