As a Team Lead for Government-Wide Acquisition Programs, you will lead a team of Operations Research Analysts.
Location of position: GSA, Federal Acquisition Service (FAS), Office of Strategy and Innovation (OSI), Governent-wide Acquisition Services (GWAS) team.

The Federal Acquisition Service (FAS), Office of Strategy and Innovation (OSI), Government-wide Acquisition Services (GWAS) team conducts category management analytical studies and initiatives applicable to this government-wide program.
As a Team Lead for Government-wide Acquisition Programs, you will lead a team of Operations Research Analysts as they conduct category management analytical studies and initiatives to explore trends, develop and track metrics, and identify leading indicators applicable to this government-wide program.
You will perform the following duties:
- Serve as a team lead for complex initiatives and analytical studies, leading the team in identifying, distributing, and balancing workload, coordinating team efforts, and ensuring timely completion of work applicable to a government-wide acquisition programs.
- Provide authoritative advice and information on project status, progress, and/or problems to the leadership. Prepares written and oral reports or presentations regarding study findings, conclusions, and recommendations for leadership. Synthesizes highly technical information for non-technical audiences.
- Develop requirements for automated reports, creates business analyses and constructs other tools, reports and documents to create moderate and high-level complexity forecasts, models, and return-of-investment (ROI) projections.
- Apply a wide range of qualitative and/or quantitative methods to conduct studies, initiates new areas of study, and recommends areas of further study. Leads development of analytical and/or mathematical models analyzing complex data.
- Identify needed data sets, collecting the data, cleansing, validating and manipulating data using databases and statistical software tools. Establishes data baselines, study and analytical methodologies, and other types of foundational data and reporting metrics.

Qualifications

The GS-14 salary range starts at $125,776 per year.
If you are a new federal employee, your starting salary will likely be set at the step 1 of the grade for which you are selected.
To qualify, you must meet the basic requirements.
Basic Requirements:
Degree: in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.

To qualify, you must also have at least one year of specialized experience equivalent to the GS-13 level or higher in the federal service.
Specialized experience is:
- Applying (mathematics, statistics) qualitative and/or quantitative methods to explore trends, track metrics, and identify leading indicators for a management program;
- Creating automated reports to create forecasts, models, and return-of-investment (ROI) projections; and
- Synthesizing category management program information for customers.
Education
Degree: in operations research; OR at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.

You will be evaluated for this job based on how well you meet the qualifications above.
A panel of Subject Matter Experts (SMEs) will review the resumes of qualified candidates and assign a score for each of the five required Knowledge, Skills, and Abilities (KSAs) based on the experience documented in the resume and narrative responses.
- Ability to organize and lead project teams engaged in studies of complex issues and problems including distributing and balancing workload, coordinating team efforts, and ensuring timely completion of work.
- Skill in written and oral communications including presentation techniques to present study findings and recommendations to high level organizational leadership and non-technical audiences.
- Ability to build complex, sophisticated decision models to develop forecasts, analyses, and recommendations that support program evaluation and decision-making.
- Skill in quantitative and qualitative analytical and evaluative methodologies used to address complex organizational issues.
- Skill in data analysis and management skills, e.g. data-mining, triangulation, cleaning, normalizing to support development of metrics, reporting, and analysis for program performance and decision-making.
