Duties
The incumbent performs multiple and varying assignments under the limited direction of a manager, project/program manager, team leader, or more experienced professional. Acts as an individual contributor and/or member of a team and may perform some leadership functions for small projects/programs or other work activities. The incumbent conducts research using a variety of sources to collect information used as groundwork in generating documents. Gathers necessary technical information from subject matter experts (e.g. aerospace engineers) as well as other technical writers/editors, team lead, attorneys, and/or management officials. Applies experience and advanced knowledge in writing and editing to analyze, interpret, and integrate technical information in a variety of formats. Works independently to primarily prepare, write, edit, research, and develop and/or process the following: Airworthiness Directives (ADs), Advisory Circulars (ACs), responses to FAA and National Transportation Safety Board (NTSB) Safety Recommendations (SRs), Special Airworthiness Information Bulletins (SAIBs), and/or regulatory/policy documents. These documents include rulemaking notices, amendments, regulatory evaluations, exemptions, special conditions, and related supplementary material. Oversees the timely processing of these documents by tracking, monitoring, and reporting on their progress via computer databases. Ensures: (1) ADs, ACs, responses to SRs, SAIBs, and regulatory documents are comprehensible. (2) There is a logical development of subject matter. (3) The level of concept, expression, and vocabulary are appropriate for the target audience. (4) Conclusions drawn are valid and supportable by reference to facts. (5) Conclusions are consistent and compatible with other documents, and conform to established Agency and departmental procedures and the Administrative Procedures Act. Serves as the Branch’s source for ensuring adherence to plain-language and performance-based principles in the development of ADs, ACs, SRs, SAIBs and regulatory documents. Prepares handbooks and develops workshops describing the sequence of steps involved in processing ADs, ACs, and regulatory projects. As requested, coordinates/chairs AD board meetings. Assists in the planning and execution of regulatory conferences, public meetings, and hearings. Develops, processes, and ensures that issuance and publication of assigned ADs, ACs, responses to SRs, SAIBs and regulatory documents occur within the time limit specified by the Administrative Procedures Act, other statues, or Agency/Service policy. Maintains a regulatory control system to ensure effective and expeditious handling of all document and information pertaining to each regulatory project. Demonstrates considerable independence in planning time and using assigned resources to accomplish tasks or projects and referring only very unusual or critical phases of work to the supervisor. Resolves most problems and work issues without assistance. Identifies problems concerning processes and procedures when applicable, and develops and implements solutions when requested. Work is reviewed periodically, typically at major milestones and at completion, for policy compliance and alignment with the requirements of projects and/or other work activities. Work activities typically support activities of the organization unit and may affect project/program objectives for the major subdivision and the LOB/SO. In some specialties, the work may affect internal and external customers. Duties listed are at the full performance level; Performs other duties as assigned.

Qualifications
To qualify for this position at the FV-G band level, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-F, FG/GS9/10 grade level. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Specialized experience includes: - Experience writing, revising, or editing technical publications or manuals- proficient in MS Office Suite (especially Word); And
- Experience creating technical instructions or descriptions in a clear and logical manner so it is understandable to non-technical audiences, using various types of source data (manuals, maintenance instructions, tables, flowcharts, or interviews with subject matter experts); And
- Experience with managing projects and meeting metrics for project completion.
To qualify for this position at the FV-H band level, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-G, FG/GS10/11 grade level. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Specialized experience includes: - Experience writing or editing complex technical publications or manuals- proficient in MS Office Suite (especially Word); And
- Experience with managing projects and meeting metrics for project completion; And
- Experience editing complex technical material drafted by others; And
- Experience proactively escalating project issues and roadblocks to ensure they are addressed in a timely manner.

Education
Undergraduate and Graduate Education: Must have included a total of 15 semester hours in an appropriate scientific, technical, or social science field(s), and at least one course above introductory level in the field(s) covered by the position. For technical manuals and specifications writers or editors, the equivalent of 15 semester hours may have been gained through vocational or educational training above the high school level at a public, private, or Armed Forces school. Education substitution for the G Band: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree. Education may be combined with experience to meet the one year required specialized experience. If using education to qualify, applicants MUST submit transcripts.
