Duties

Acts as a senior team leader responsible for structuring complex solutions and delivering IT services. Provides technical guidance and architectural recommendations for designing, building, testing, deploying, and maintaining highly available, scalable, and secure applications, systems, and services. Provides long-range strategic planning activities for the Senate in the areas of modern IT systems and services. Monitors the impact of technological developments; identifies emerging technologies and scopes potential Senate utility. Leads product evaluations and technical studies and task forces; directs pilot testing programs; analyzes new technology for its impact on the Senate environment; tests new releases on Senate supported platforms; develops product configuration standards for use in the Senate environment; recommends strategic direction for the Senate. Creates and reviews system architectures; analyzes system requirements and ensures that systems will be effectively integrated with current applications. Acts as a technical leader and mentor to implementation teams and collaborate across the organization to provide leadership and guidance on technical solutions; Collaborates across organizations in the creation of valuable technology solutions.

  • Develop proof of concept applications to validate proposed solutions.
  • Continuously review and evaluate the effectiveness of solutions and propose changes as needed.
  • Contract(or) oversight.
  • Assist with the establishment and adoption of technology architecture standards and methodologies.
  • Write policies.
  • Consult with/lead other Senate teams.
  • Write RFPs.
  • Review and evaluate responses to RFPs.

Required Work Experience

  • 8-10 years’ experience as a lead software engineer and demonstrated leadership and mentoring skills.

Required Special Skills/ Knowledge

  • Proficiency in ITIL or other IT service management frameworks.
  • Understanding of ServiceNow upgrade methods and best practices.
  • Operationalizing ServiceNow Cyber Security modules.
  • 5+ years of hands-on experience in ServiceNow Security Operations (SecOps) and Governance, Risk, and Compliance (GRC).
  • 8+ years with ServiceNow implementing, designing, developing, and supporting key features: CMDB, ITSM, ITAM, ITOM, IRM, Change Management, and others.

Desired Skills

  • ServiceNow Expertise: Advanced proficiency in ServiceNow Security Operations (SecOps) modules, including Security Incident Response, Vulnerability Response, Threat Intelligence, and Governance, Risk, and Compliance (GRC), including Business Continuity Management (BCM).
  • ITSM, ITAM, & ITOM Knowledge: Strong understanding of IT Service Management (ITSM), IT Asset Management (ITAM), and IT Operations Management (ITOM) principles and practices.
  • Integration Skills: Hands-on experience integrating ServiceNow with third-party security tools (e.g., SIEMs, firewalls) using REST/SOAP APIs and ServiceNow’s IntegrationHub.
    Federal Security Standards: Familiarity with federal security regulations such as FISMA, NIST, and FedRAMP.
  • Development Tools: Proficiency with ServiceNow development tools, including Flow Designer, Service Portal, and scripting languages like JavaScript and GlideScript.
  • Web Development: Working knowledge of JavaScript, AngularJS, HTML, and CSS for ServiceNow development.
    Cloud & Infrastructure Knowledge: Solid understanding of cloud computing and infrastructure-as-a-service (IaaS) principles.
  • Performance Optimization: Proven ability to monitor and optimize ServiceNow applications for high availability and scalability.
  • Database & System Design: Skilled in database design, system integration, and overall ServiceNow architecture optimization.
  • Project Management: Lead technical projects within an Agile environment, managing the project lifecycle from conception to post-implementation review to ensure timely delivery. Provide mentorship to junior team members and effectively balance multiple priorities.
  • Communication: Strong verbal and written skills for engaging both technical and non-technical stakeholders.

Desired Certifications

  • ServiceNow Certified Implementation Specialist (CIS) in Security Operations or GRC is preferred.
  • Relevant certifications in cybersecurity (e.g., CISSP, CISM, CEH) are a plus.

Working Conditions

Security Clearance

  • This position requires that the applicant obtain and maintain a  Secret U.S. Government security clearance.
  • Applicants must be U.S. citizens in order for the SAA to submit your application for a security clearance.

Education

Bachelor's degree in computer science, Information Technology, Engineering, or an equivalent combination of education and work experience.

Senate

The Office of the Sergeant at Arms (SAA) is the largest in size of staff and budget in the Senate. It is responsible for all Senate computers and technology support services, recording and photographic services, printing and graphics services, and telecommunications services. The SAA also provides assistance to all Senate offices with their staffing, mailing, purchasing, and financial needs. The offices of the SAA that are responsible for providing these and other services include Capitol Facilities, the Operations Division, Customer Relations, Financial Operations, Human Resources, and Information Security.
