Summary

This position is located in the Architect of the Capitol (AOC), Office of the Chief Security Officer (OCSO).

The AOC is accepting applications for an experienced training and exercise professional to lead efforts to develop and mature an integrated continuity and resilience Test, Training and Exercise (TTE) program validating continuity and OCSO plans and procedures.

Duties

This position is considered "essential" for purposes of reporting to work when the facility might otherwise be closed.

Responsibilities Include: (Duties quoted below are at the GS-13 level.)

  • Performing specialized duties as a TTE coordinator working within a variety of functional resilience and security programs.
  • Developing and maintaining a multi-year TTE schedule which aligns with the exercise programs of the Supreme Court of the United States, Congress and other legislative branch organizations.
  • Assists higher graded staff with the research, design and development of exercise materials, including realistic scenarios, Master Scenario Events Lists (MSELs), Exercise Plans (EXPLANs), evaluation plans and After Action Reports (AARs). Develops handouts, brochures, instructional material and presentations in support of the resilience and security TTE program.
  • Facilitates AOC-wide exercise and training and performing assessments to identify organizational short- and long-range security, resilience and operational requirements and priorities. 
  • Developing and managing the security and resilience TTE Corrective Action Program.
  • Acting as the AOC liaison for Judicial, Congressional and inter-governmental security and continuity exercise and TTE planning efforts.
  • Performing procurement actions from the receipt of the purchase request through negotiations with vendors, source selection, award and final.
  • Processes purchase requests by screening and reviewing the request for completeness and accuracy, ensuring availability of funds, determines the appropriate purchase method in accordance with AOC policies and consistent with Federal Acquisition Regulations.

Specialized Experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year (52 weeks) of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance.

To qualify at the GS-13 level, your resume must clearly demonstrate that you have one full year (52 weeks) of specialized experience comparable in difficulty and responsibility to at least the GS-12 level in the federal service. Examples of qualifying experience include the following types of tasks performed on a regular and recurring basis:

(1) Developing and conducting training using Homeland Security Exercise and Evaluation Program (HSEEP) principles

(2) Applying planning methods and principles for continuity and business recovery operations, critical infrastructure security and resilience and emergency management in developing and conducting training;

(3) Analyzing and evaluating programs to ascertain deficiencies and develop recommendations for improvements; and

(4) Performing research, design and development of exercise materials, including realistic scenarios, exercise plans, evaluation plans and after action reports.
