Summary

The employee serves as a Training Instructor supporting supervisory and leadership training and initiatives within the Talent Development Division of the Office of Human Resources. The training and initiatives are designed to prepare employees to become future managers and executives and lead while performing their responsibilities. The employee performs program management duties related to the development and delivery of training courses and programs.

 

Duties

As a Training Instructor, you will:

  • Demonstrate a strong ability to communicate in writing for the purpose of preparing educational content, instructor and participant training materials, interactive exercises, case studies, scenarios, workshops, evaluative reports, and proposals for new or modified training.
  • Design, develop, and instruct highly interactive training using adult learning principles and instructional design methods to employees and managers to advance their knowledge and understanding of leadership and supervisory skills and competencies.
  • Conduct highly interactive instruction using blended learning formats, to include classroom, video-conference, and web-conference based instruction.
  • Conduct formative and summative course evaluations to ensure content and construct validity and transfer of learning. Ensure course learning objectives, organizational training requirements, and agency mission and goals are validated and incorporated into the course design process.
  • Facilitate focus groups, team-building, and strategic planning sessions. Coordinate facilitation services for technical subject matter areas.

The ideal candidate for this position is a professional with experience in designing, developing, teaching/facilitating, and evaluating/measuring the effectiveness of educational and/or developmental programs in accordance with adult learning principles and instructional systems design models. The ideal candidate has a passion for knowledge transfer and facilitating learning in the areas of leadership and organizational development. In addition, the ideal candidate has experience and is certified in teaching and/or developing learning content. The ideal candidate has experience performing this work individually as well as serving as a Contracting Officer Representative.

  • TELEWORK ELIGIBILITY: This position may be eligible for occasional and/or regularly scheduled telework. The number of telework days approved will be determined by your immediate supervisor or manager following the agency’s telework policy and guidance. If participating in the telework program, you will be required to sign a telework agreement detailing agency telework policy requirements, working conditions, and expectations for the position.
  • PROBATIONARY PERIOD: You must complete a one-year probationary period (unless already completed).
  • TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.
  • DEU REQUIREMENTS: Applicants selected under delegated examining procedures may be required to successfully complete a one-year probationary period (unless already completed).

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration.

To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include:

  • Experience as a training instructor or facilitator for courses or workshops, focus groups, team building, and/or strategic planning sessions.
  • Experience conducting or assisting in the delivery of interactive instruction using blended learning formats, to include classroom, video-conference, and web-conference based instruction.
  • Experience using adult learning theories and instructional systems design methods to develop or create instructional materials.

You cannot qualify on education at the GS-13 level; you must have experience.

To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include:

  • Experience instructing and/or facilitating meetings on organizational and leadership development theories and practices.
  • Experience conducting interactive instruction using blended learning formats, to include classroom, video-conference, and web-conference based instruction.
  • Experience designing, developing, and preparing instructional materials for training using blended learning formats in accordance with adult learning principles and instructional design models.

You cannot qualify on education at the GS-14 level; you must have experience.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Education, Learning and Training - Knowledge of teaching, training, research, making presentations, lecturing, testing, and other instructional methods.
2. Employee Development - Knowledge of employee development concepts, principles, and practices related to planning, evaluating, and administering training, organizational development, and career development initiatives.
3. Teaching Others - Helps others learn through formal or informal methods; identifies training needs; provides constructive feedback; coaches others on how to perform tasks; acts as a mentor.
4. Leadership - Influences, motivates, and challenges others; adapts leadership styles to a variety of situations.
