Duties

The Senate Disbursing Office is responsible for maintaining all vendor pay information from which it the expenses of the United States Senate. This position is responsible for the collection, maintenance, and oversight of all required documentation prior to making any updates to the vendor information files and then maintaining the supporting documentation as part of records management practices. Requests for updates can come from any of the Senate offices, committees, or support offices such as the Senate Sergeant at Arms (SAA) or the Office of the Secretary of the Senate. This is administrative supervisory work certifying the accuracy of vendor data entered in Disbursing Office systems. Work includes oversight and workload management of vendor specialist staff; overseeing additions, deletions, and changes made to vendor files; and utilizing the Financials and Supply Chain Management (FSCM) Supplier Module. Work is bound by Title 2 of the U.S. Code; generally accepted accounting principles; Secretary of the Senate policies and procedures; the U.S. Senate Handbook; the Senate Ethics Manual; and Disbursing Office procedures, practices, and guidelines, but requires independent judgment in setting priorities and handling time-sensitive assignments. Qualifications

PHYSICAL DEMANDS AND WORKING ENVIRONMENT
Work is performed in an office environment with exposure to everyday risks and discomforts, and requires the use of normal safety precautions. Work requires frequent walking, standing, bending, extended sitting, and carrying items up to 25 pounds, as well as regular use of typical office equipment, software programs, and methods of communication such as a computer, email, telephone, photocopier, and scanner.

Regular, predictable, and punctual attendance is required for performance of duties. Work also requires physical presence in the office, except as otherwise required by the Office of the Secretary.

MINIMUM QUALIFICATIONS
Associate’s degree from an accredited institution required (bachelor’s degree preferred), with two to three years of vendor administration and/or accounts payable experience including lead or supervisory experience, and the following knowledge, skills, and abilities:

Knowledge of the Senate's accounting system; applicable federal, state, and Senate rules; regulations and laws; standard accounting principles and practices.

Knowledge of budget object classes, data entry procedures, financial management system programs, automated accounting systems and familiarity with database management.

Basic knowledge of the Senate as an institution preferred, with a desire and willingness to learn more about the legislative process, as well as the history and operation of the Senate.

Ability to use a computer and relevant computer software programs.

Ability to analyze financial data to ensure thorough auditing of complex billings.

Ability to plan, organize, coordinate, assign, and evaluate work of staff.

Ability to communicate effectively, both orally and in writing.

Excellent organizational and time management skills for handling multiple responsibilities at once.

Ability to deal with others at all levels of the Senate community using tact and diplomacy.
