Duties

This position is located within the Wellness Division, Howard C. Liebengood Center for Wellness (LCW), Office of the Chief of Staff, United States Capitol Police (USCP). The LCW is responsible for developing and implementing a holistic wellness and resiliency program that serves the entire USCP workforce. The Wellness and Resiliency Program emphasizes the importance of occupational wellness; physical fitness; nutrition and weight management; mental and emotional well-being; stress management; disease prevention; trauma recovery; and financial wellness as it relates to one's behaviors and thinking surrounding personal financial issues.

The incumbent coordinates activities across broad and varied wellness dimensions, including physical fitness, yoga, and nutrition.  Implements sustainable change through the recruit training to change the fitness culture and improve the overall performance measures of the recruit officers graduating from the Federal Law Enforcement Training Centers (FLETC). Implements and develops improvements in virtual training to deliver high-level training programs to the recruit officers. Develops and implements assessment methods for all recruits at training to help mitigate injuries and develop better programming for recruits. Leads all physical training at FLETC Cheltenham to ensure recruit officers can pass the Recruit Officer Physical Abilities Test after training.

Coordinates with TSB staff to get schedules and provides appropriate support to enhance their training programs. Ensures all Physical Readiness Tests (PRTs) are proctored effectively and that all reporting and record-keeping tasks are carried out effectively.
Creates training programs for units upon request and helps proctor fitness tests throughout the Department. Works with other agencies to network and improve the fitness culture around federal law enforcement agencies. Creates fitness training material and presentations around the Department to support every significant event requested. Monitors all personal training services and all fitness numbers to ensure accurate reporting and quality program delivery. Manages all fitness centers, including equipment upkeep and maintenance. Records all inventory changes and ensures that old and new equipment are dealt with per USCP policy. Provides training programs in group environments, individual sessions, and virtually to ensure all employees can access professional training resources. Initiates, develops, and carries out gym updates and replacement plans to ensure the

Department has the most appropriate and up-to-date equipment for employees to train. Reviews training data to see how effective the program is, make course adjustments, and correct any deficiencies. Recommends changes to the current fitness programs and advises the supervisor and Director on policy changes within this area.

The incumbent participates in the planning, design, and implementation of wellness programs for the Division. Executes a variety of complex wellness programs for individuals and groups to help improve the overall well-being and health of the USCP workforce. Provides various wellness services, including one-on-one coaching sessions, group programs, workshops, and special programs for sworn and civilian employees. Liaises with a network of experts and professionals to conduct health education classes. Arranges for guest speakers on health topics, health education, wellness screening services, and other relevant and related activities. Assists with health fairs and educates employees on a variety of topics that help reduce stress and enhance
work-life balance. Creates flyers, memorandums, and electronic media to promote wellness activities to employees.

Participates in the execution of program services for compliance, effectiveness, and efficiency, and develops metrics that assess established goals and objectives for the Division. Compiles data and evaluates the immediate effects of the program. Reviews and analyzes reports and surveys in assigned subject areas to assure conformity with policy and appropriateness of program execution. Evaluates issues or conditions to identify problem areas and determine Department-wide trends that indicate areas of program weakness. Recommends solutions to program deficiencies. Assesses data and narratives from throughout the Department and prepares a variety of recurring reports relative to program accomplishments, services provided, quality of services, and other topics of significance.

You must be a U.S. citizen. Successful completion of a background investigation is required. Must complete a one-year probationary period.

Qualifications

In order to qualify, you must meet the education and/or experience requirements described below.

For the CP-10 level you must have one year (52 weeks) of specialized experience equivalent to at least the CP-09/GS-11. Specialized experience is defined as experience that includes: 1) evaluating the progress and quality of wellness services; 2) tracking participant progress and identifying areas of improvement; and 3) performing needs-based assessments for program planning.

For the CP-11 level you must have one year (52 weeks) of specialized experience equivalent to at least the CP-10/GS-12.  Specialized experience is defined as experience that includes: 1) providing program goals, budget and resource management policies and procedures, fitness industry trends, market analysis, and customer needs to develop an annual program budget; 2) using fitness management principles, concepts, rules, coaching, instruction, and safety and protection to manage a well-balanced and successful fitness program; 3) providing program development (i.e., the physical and psychological factors for an individual or team fitness program); 4) identifying struggling work units and helping provide support, recommendations, and tactics for these units to improve staff well-being; and 5) applying verbal and written communication methods and techniques to coordinate activities and use of facilities, write rules and bylaws, and establish and maintain business relationships with fitness professionals.
