Qualifications
All qualification requirements must be met by the closing date of this announcement.
Time-in-grade for this announcement is one year at the GS/SK-13 level.
Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

BASIC REQUIREMENT:
Applicants must have IT-related experience demonstrating each of the four competencies listed below:
- Attention to Detail - Reviewing work to ensure it is in line with established standards or to identify deficiencies;
- Customer Service - Collaborating with customers to identify their information technology needs or to resolve their hardware and software problems;
- Oral Communication - Explaining technical information orally to non-technical audiences;
- Problem Solving - Evaluating alternatives to recommend solutions to hardware or software problems.
MINIMUM QUALIFICATION REQUIREMENT: In addition to meeting the basic requirement, applicants must also meet the minimum qualification requirement
SK-14: Applicant must have at least one year of specialized experience equivalent to the GS/SK-13 level:
- Providing IT technical service for a variety of litigation support products and services (ie., electronic case management systems, trial presentation software tools and databases, eDiscovery systems); AND
- Utilizing various Systems Development Lifecycle (SDLC) methodologies (i.e waterfall, spiral, agile, rapid prototyping, incremental, and synchronize and stabilize) for litigation-related applications; AND
- Implementing the processing, delivery, and tracking of investigatory and litigation data in cases involving large volumes of documentary and/or digital evidence.

If you are found minimally qualified, a rating panel will review your resume and Accomplishment Record narratives. Accomplishment Record narratives should clearly demonstrate your proficiency in the following competencies: .
Technology Expertise Knowledge of the principles and methods of specialized technologies, tools, and delivery systems, including security, risk management, governance, functionality, and user interface in area of expertise (e.g., programing software, server, web, applications, network)
Critical Thinking - Considers a variety of factors, general and subject matter-specific, when making decisions and determining next steps in a case.
Technical Communication: Translates technical information into non-technical terms and accurately convey technical information to end users (e.g., staff, management) and outside parties, including the technical documentation of applications, systems, Standard Operating Procedures, etc.
Teamwork and Collaboration - Interacts with internal and external others in a manner that advances examinations and SEC goals and objectives.

The rating panel will place applicants in three categories: Highly Qualified, Well Qualified and Qualified. - Required: Resume - To meet the minimum qualification requirements for this position, you must show that you possess the specialized experience related to this position within your two-page resume - NOT TO EXCEED 2 PAGES. - Required: Accomplishment Record - For each competency, applicants must provide a 300 word or less written narrative describing one example of competency-related experience. Each example should document the position title and dates when the experience was obtained, detailed information about the problem or situation, the specific actions taken by the applicant, and the results or outcomes achieved by those actions. The applicant will also provide the name and contact information of an individual who can verify the provided information. This document must be uploaded to the application under Accomplishment Record. An accomplishment record submitted outside the USA Staffing system will not be accepted.
