Summary

This position is located in the Department of Technology Services (DTS), Systems Development and Support Office (SDSO) in Washington, DC.

Duties

The Systems Development and Support Office (SDSO) Deputy Chief reports directly to the SDSO Office Chief and is responsible for the office's day-to-day administration. This strategic leadership role will partner closely with the SDSO Office Chief to empower the judiciary by providing national information technology (IT) business services for software infrastructure platforms, cloud-based communication, productivity, and collaboration services, independent validation and verification systems testing, and IT training for all National Services.

Duties of the position include, but are not limited to:

  1. Providing office-level leadership activities. Support SDSO leadership meetings by coordinating agenda items, tracking assignments, and organizing inputs from across the divisions to provide a consolidated response to assignments. Coordinating the ongoing review, tracking, and communication of SDSO strategic priorities and major cross-office initiatives.
  2. Overseeing the formulation, preparation, presentation, and execution of SDSO's budget, budget presentations, and financial plans. Providing advice and guidance to SDSO leadership on the budget formulation and execution process. Serving as the SDSO lead with offices across the AO on budget and financial issues.
  3. Overseeing the development and management of SDSO contract services. Coordinating the acquisition planning process for SDSO, including developing performance work statements, Independent Government Cost Estimates, Source Selection evaluation criteria, and other supporting documentation.
  4. Serving as a liaison between SDSO and the Procurement Management Division on new acquisitions, overseeing existing contracts and the development and execution of effective internal and external communications to foster improved information sharing within SDSO and other COO offices.
  5. Continuing to improve SDSOs project management maturity by working closely with the SDSO Office Chief, the COO Project Office, and the Enterprise Project Management Division.
  6. Serving as Acting SDSO Chief in the absence of the Office Chief, attending meetings, and representing SDSO's perspective at meetings with various senior staff across the agency and the judiciary.

  7. If appointed to a temporary position, management may have the discretion of converting the position to permanent depending upon funding and staffing allocation.

Qualifications

Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.

Specialized Experience: Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience is demonstrated experience in both of the following areas:
  1. Managing budgetary, personnel, procurement and policy matters; and
  2. Demonstrated record of effectively collaborating across functional lines and with internal and external stakeholders.
