Summary
The Air Traffic Organization (ATO) are the 35,000 controllers, technicians, engineers, and support personnel whose daily efforts keep aircraft safe, separated, and on time. The Office of Safety and Technical Training is responsible for proactively identifying and mitigating operational risk and preparing Air Traffic Controllers and Technical Operations Technicians & Engineers with the knowledge and skills needed to succeed daily.

Duties
The Deputy Vice President (DVP) oversees policy and organizational activities to identify, analyze, mitigate, and manage risk to the National Airspace System (NAS) and directs organizational efforts to manage safety risks, assure quality standards, instill an open culture of disclosure, educate employees, promote continuous improvement, and convert safety and quality data into management information. The DVP oversees a staff of approximately 560, including four (4) executives, and 60 senior managers. The incumbent administers a budget of approximately $125M. Principal Responsibilities - Provides advice and guidance regarding the safety, quality assurance, policy, and performance of the Safety Management System and the quality control for all direct mission support technical training.
- Oversees training and certification to the Federal Aviation Administration's (FAA) air traffic controller and technical operation technician workforce.
- Serves as the key representative with respect to safety, quality assurance, technical training methods, work priorities, and public relations.
- Evaluates organizational completion of short-term and long-term goals and program performance. Ensures that products, services, and activities are complete and fully integrated across the Air Traffic Organization (ATO) and are consistent with current ATO policy and strategic plans.
- Oversees the establishment of policies, standards, and procedures associated with safety, quality assurance, policy and performance, and mission support for technical training for the ATO.
- Resolves significant issues and defends the ATO’s and FAA’s position with Congress, state and local government, and other stakeholders with respect to safety, quality assurance, and technical training issues.

Qualifications

- LEADERSHIP REQUIREMENT: Do you have experience leading strategic change? If yes, describe examples of strategic changes that you led for your organization; describe the entities that the change affected (agency, industry, organizational components). Discuss obstacles you encountered and how you overcame them to the benefit of the agency. Include in your description ways that you applied long-range vision, developed strategies, and applied innovative ideas and techniques.
- TECHNICAL REQUIREMENT: Experience leading, managing, and providing strategic direction for a transportation-industry-focused organization, company, or operator responsible for developing and administering a regulatory or structured technical training program and safety management system.
