Summary

Position is located within the FAA, Aviation Safety (AVS), Office of Rulemaking (ARM). The Program Analyst applies regulatory, policy, and process management strategies to the FAA Committee program focused on providing improved aviation safety through timely and appropriate regulatory action.

Duties

The Program Analyst performs a combination of routine and multiple and varying assignments under the general direction of a manager or more experienced professional. Typical assignments includes attending committee meetings, collecting and analyzing data, conducting research, and assisting higher level or lower level staff members in day-to-day operations, such as the committee process and serving as an Alternate Federal Register Liaison. Attends committee meetings to collect information to provide updates to manager on committee activities.

Applies experience and detailed knowledge of the analytical methods and techniques required to analyze and collect data to assist in the management and improvement of programs efficiency. Acts as an individual contributor in supporting the team by initiating the receipt of documents, analyzing documents to ensure timely completion and distributions. Researches databases and repositories to keep management informed of committee activities.

Established policies/procedures provide guidance for most assignments, but allow some discretion for employee to select the most appropriate approach(es). Typically receives guidance from a manager, when selecting analytical methods and techniques to examine work group members and in the evaluation of recommendations from industry and the public on an issue that could result in rulemaking.

Refers problems and work issues to a manager or more experienced professional when guidelines are not available or applicable. Performs regulatory research to collect information used for the management and direction of committee activities. Analyzes information to collect data to assists higher level analysts prepare and coordinate draft committee charters and other documents related to committee activities to ensure completeness, such as memorandums to the FAA Administrator and U.S. DOT Secretary. Analyzes committee recommendations to identify problems and ensure they align with the scope of the committee. Refers problems and work issues to a manager, project/program manager, team leader, or more experienced professional when guidelines are not available or applicable.

Demonstrates some independence in planning time and using assigned resources to accomplish tasks that support the Rulemaking Management Council (RMC). Analyzes and evaluates rulemaking life-cycle documents to ensure its completeness, notifying FAA program offices when corrections are needed. Provides written analyses to use in the preparation of talking points and briefing for the Executive Director for meetings. Works with management in creating and disseminating RMC minutes, and adding approved rulemaking schedules to the Rulemaking Information Management System (RIMS).

Contacts are primarily internal to the organizational unit, major subdivision, or LOB/SO with a manager and other employees to share information, provide data and/or written analyses, and/or explain the statuses of assignments. Depending on the specialty, may have frequent contacts with subject matter experts such as the Office of the Federal Register (OFR) or other external customers on routine matters to gather data, explain regulations, and sharing information relating to established requirements. Reviews notices to identify discrepancies, submits notices to the OFR, and coordinates with FAA program offices to address any OFR comments.

Responsibilities at the H-band include:

The Program Analyst performs multiple and varying assignments under the limited direction of a manager, project/program manager, team leader, or more experienced professional. Typical assignments includes attending committee meetings, tracking and analyzing data to ensure compliance with policies and procedures, providing guidance to less experienced professionals in day-to-day operations (such as the committee process), identifying, analyzing, and recommending solutions to complex/difficult problems, and recommending improvements to systems and processes.

To qualify for this position at the G-band you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-F, FG/GS-5/7/9. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

Specialized experience includes: Experience engaging with internal and external stakeholders; supporting committees, panels, or work groups; collecting and analyzing data; conducting research; and assisting higher level staff members in day-to-day operations. Experience in program or project management.

OR

3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. Education must be directly related to the position.

To qualify for this position at the H-band you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-G, FG/GS-10/11. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

Specialized experience includes: Experience engaging with internal and external stakeholders; supporting committees, panels, or work groups; collecting and analyzing data; conducting research; and assisting higher level staff members in day-to-day operations. Experience in program or project management. Experience interpreting and applying laws, policies, and regulations governing one or more programs in order to answer questions, provide advice and guidance to others, and solve problems.
