This position is located in the USAID Annex, 500 D Street, SW, Washington, DC, in the Bureau for Global Health, Office of Population and Reproductive Health(PRH), Commodity Security and Logistics Division (CSL), U.S. Agency for International Development (USAID).

Duties

  • As The Senior Public Health Advisor, you will be serving as the Senior Management Information System Advisor in this position, performing the following duties:
  • Serve as an Agency expert and provide intellectual leadership for the digitization of locally owned and managed health supply chains in low- and middle-income country settings (LMICs).
  • Provide authoritative expertise and analysis for strategies, programs, projects, and activities to plan and implement scalable and sustainable digital health supply chains in LMICs.
  • Represent the Agency to promote, develop and sustain coordination and collaboration with other USG agencies, donor organizations, multilateral organizations, private voluntary organizations, host country governments, and private foundations.
  • Provide strategic and technical guidance to field programs on their efforts to strengthen and sustain supply chain digitization in the health sector.
  • Provide technical and management leadership for the design, implementation, and evaluation of global health projects and activities for supply chain digitization.
  • Provide technical leadership for public health program development in USAID headquarters and Missions with an emphasis on supply chain digitization.
  • Develop strategies and provide critical inputs for the development and documentation of long- and short-range planning efforts to accomplish USAID goals at country, regional and worldwide levels.
  • Serve as the primary point-of-contact in the CSL Division for select USAID Missions and provide technical and management support for their programs for FP/RH commodity procurement and related supply chain technical assistance.

Specialized Experience:
GS-15: In addition to the Education requirement and Selective Placement Factor, you MUST have one year of specialized experience in the digitization of locally owned and managed public health supply chains in low- and middle-income countries (LMICs) at a level that is equivalent in difficulty and responsibility to the GS-14 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position include: a) Providing authoritative expertise and analysis for the design, implementation, and evaluation of strategies, programs, projects, and activities for scalable and sustainable digital health supply chains in LMICs; b) providing technical and management leadership for the design, implementation, and evaluation of global health projects and activities for supply chain digitization; AND c) providing technical leadership for public health program development with an emphasis on supply chain digitization in the health sector in LMICs.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience relevant to the position's duties to be filled, including volunteer experience.

CTAP/ICTAP candidates will be referred to the selecting official if they are found well qualified. Well-qualified means an eligible applicant with the knowledge, skills, and abilities that clearly exceed the position's minimum requirements. In addition, a well-qualified employee must meet the qualification and eligibility requirements of the position, including any medical qualifications, suitability, and minimum education and experience requirements, meet all selective factors (where applicable); meet quality ranking factors and are assigned to the Silver Category or higher Category; be physically qualified with reasonable accommodation to perform the essential duties of the position; meet any special qualifying U.S. OPM-approved conditions; AND be able to satisfactorily perform the duties of the position upon entry without additional training.

How You Will Be Evaluated

You will be evaluated for this job based on how well you meet the qualifications above.
