Summary
The Supervisory Biomedical Equipment Support Specialist (BESS) works in support of the Biomedical Engineering Department by providing leadership, guidance, and supervision among assigned employees. Additionally, the Supervisory BESS provides clinical and administrative support to staff, patients, and administrators for all matters of concern relating to the facility-wide lifecycle management of medical equipment.

Duties
This is an OPEN CONTINUOUS ANNOUNCEMENT.
FUNCTIONS
- Maintains knowledge of the state of the art in medical technology, including scientific advances, network protocols, and vendor changes
-Provides Lifecycle management of all medical systems.
-Coordinates & works effectively with other facility support departments.
-Utilizes common test equipment.
-Adheres to Medical Device Isolation Architecture (MDIA) Guidelines in both pre-procurement and during system implementation.
-Loads operating system (OS) and clinical application software as needed.
- Performs advanced testing and troubleshooting of medical devices and systems involving their interfaces and connections to information systems.
- Develop policies for the Biomedical Engineering department and local facility as needed.
- Functions as a Contracting Officer Representative (COR) and keeps appropriate certification levels.
- Documents all work performed in the computerized maintenance management system (CMMS).
- Implements the Biomedical Section training program, in-house cross-training, and vendor training
- Investigates, remediates, and documents recalls and safety alerts
- Translates management goals and objectives into well-coordinated and controlled biomedical work operations.
- Represents the Biomedical/Clinical Engineering department on committees and in meetings as delegated by the supervisor.
- Provides training and education as appropriate to medical technology end users and clinical staff.
- Provide mentoring and technical training to peers and development-graded BESS.
- May be tasked with leading and managing installation or upgrade projects for medical devices and systems. This includes but is not limited to pre-implementation planning and coordination with end users, vendors, and other onsite support staff (OIT, Informatics, SPS, etc.)
- Additional duties are performed as assigned by the supervisor related to maintenance, remediation, and tracking of medical systems (action items, special projects, etc.) to meet mission-critical requirements.
Supervisory Functions:
- Develops goals, objectives, and policy for the medical equipment management program and monitors progress;
- Provides analysis, identifies, and plans workload among subordinates in accordance with established workflow and/or job specializations. Sets and adjusts short-term and long-term priorities and sets deadlines for completion of work as necessary. Revises work schedules to meet anticipated and
unanticipated changes in the workload;
- Assigns daily work to staff, establishing priorities based on workload related to BESS and ensuring that each employee has an integral role in developing the final team product. Reviews progress of work assignments, modifies as needed, and checks completed work for accuracy. Ensures SOPs and standards are followed;
- Advises supervisor and other management officials as necessary on the status of critical medical equipment that may adversely impact veteran care and/or access;
- Provide input to the annual budget for the unit and monitor spending throughout the fiscal year to ensure that adequate resources are available to support the mission. Evaluates the need for service contracts and on-demand vendor service;
- Leads the team in assessing its strengths and weaknesses and provides leadership to the team in exploring alternatives and determining what improvements can be made (e.g., in work methods, processes, productivity, and quality).
- Develops performance standards for subordinates; evaluates work performance of subordinates using work order and other relevant data;
- Gives advice, counsel, or instruction to employees on both technical and administrative matters; serves as coach and facilitator in consensus-building activities among team members;
- Hears and resolves complaints from employees, referring group grievances and more serious unresolved complaints to a higher-level supervisor or manager;
- Effects minor disciplinary measures, such as warnings and reprimands, recommending other action in more serious cases;
- Identifies developmental and training needs of employees, providing or arranging for needed development and training;
- Plans for long-range staffing needs, considering changes to medical equipment inventory, medical center strategic plan, and budget;
- Interviews candidates for positions in the unit; recommends selection, appointment, promotion, or reassignment to such positions;
- Recommends awards or bonuses for subordinates, subject to approval by higher-level officials, supervisors, or others;
- Approves and monitors the use of overtime and/or alternate tours needed to accomplish work.

Basic Requirements:

- Experience and Education:
-Associate degree in Biomedical Electronics Technology, Biomedical Equipment Technology or Biomedical Engineering Technology, or in a related technical field such as Electronic Technology or Information Technology and two years of experience as a Biomedical Equipment Support Specialist, Biomedical Equipment Technician, Field Service Engineer, Medical Equipment Repairer, or Information Technology Specialist. OR
-Bachelor's degree in Biomedical Engineering Technology or in a related field such as Electronics Engineering Technology (EET) or Information Technology. OR
-Completion of a military training program in biomedical equipment and two years of experience as a Biomedical Equipment Support Specialist or Biomedical Equipment Technician, Field Service Engineer, Medical Equipment Repairer, or Information Technology Specialist.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Grade Determinations: In addition to the basic requirements for employment, the following criteria must be met when determining the grade of candidates:
Supervisory Biomedical Equipment Support Specialist, GS-13
Experience: At least one year of experience at the GS-12 grade level that demonstrates the technical competencies described at that level.
- Advanced knowledge of Healthcare Technology Management across multiple types of equipment modalities to provide guidance and training to Healthcare Technology Management staff;
- Skill in managing Healthcare Technology Management workflow and directing the work of others to accomplish program goals and objectives.
- Ability to develop policy, manage medical equipment life-cycle processes, and provide workload analysis in Healthcare Technology Management operations.
- Knowledge of interpersonal relations and conflict resolution to deal effectively with individuals or groups representing widely divergent backgrounds, interests, and points of view.
- Ability to analyze Healthcare Technology data and make recommendations to optimize quality, efficiency, performance, and productivity within service.

Assignments. For all assignments above the full performance level, the higher-level duties must consist of significant scope, complexity (difficulty), and range of variety and be performed by the incumbent at least 25% of the time. Supervisory Biomedical Engineering Support Specialists are generally found in Complexity Level 1 (High Complexity) facilities. The supervisory BESS is responsible for the supervision, administrative management, and direction of lower-level BESSs. The incumbent supports the Chief Biomedical Engineer with assisting in the administrative and professional responsibilities of planning and directing the Biomedical Engineering/Healthcare Technology Management staff activities for the service or equivalent unit at an independent outpatient clinic. Incumbents may have full supervisory responsibility over a section or equivalent work unit if there is not a Biomedical Engineer at the facility. Typical duties may include: preparing work assignments, monitoring medical equipment life-cycle management performances of Biomedical Engineering/Healthcare Technology Management staff, conducting performance appraisals, and other technical and administrative responsibilities to ensure that the mission of the service and the medical center has been satisfied. The supervisor assures compliance with accrediting agency and regulatory requirements, establishes and monitors the quality of the pre-analytical processes as part of the overall Biomedical Engineering service quality management program, and assures corrective action is initiated as needed. The supervisor assures orientation and competency assessment of assigned staff. The supervisor develops policies and procedures, manages document control, and develops performance standards, position descriptions, and functional statements. They may be responsible for professional and administrative management of an assigned area, including budget execution. The supervisor will maintain interdepartmental relations with other services to accomplish medical center goals.
