Technical Project Managers lead projects/programs that deliver capabilities to accomplish the U.S. intelligence mission by driving technology initiatives and turning needs into operating capabilities.
Duties
As a Technical Project Manager, you will lead projects and programs that deliver key capabilities to accomplish the U.S. intelligence mission. Your teams will solve complex problems through your leadership in applying your project management, critical thinking, and people skills. Your Technical Project Management career will challenge you to apply your skills across the vast, global variety of technical and mission domains in CIA.
CIA Technical Project Managers drive critical technology initiatives in the Directorate of Digital Innovation (DDI) and turn user needs into operating capabilities. Your responsibilities involve integration of programmatic, technical, systems engineering, business, budget, schedule, and personnel elements of a project, including:
- Defining requirements, concepts of operation, architectures, and team structures
- Tailoring and applying program management and systems engineering processes
- Leading, negotiating, and defending technical and programmatic solutions
- Developing, managing, and defending cost, scope, performance, and schedule through delivery of initiatives, products, or systems
- Leveraging different methods to communicate status to stakeholders
- Conducting acquisition planning and source selection
Opportunities may exist for domestic and foreign travel, technical and management training, and assignments in other offices in the CIA.
Conditions of Employment

- You must be willing to move to the Washington, DC area.

Qualifications
Minimum Qualifications
- Excellent interpersonal and communication skills (written and verbal)
- Ability to work independently and in a group
- Self-starter attitude with initiative
- Demonstrated critical thinking and problem solving abilities
- Resource and risk management experience
- Ability to plan and oversee implementation of short and long term tasks
- Excellent time management and organizational skills
- Technical domain understanding
- Experience as a technical project manager
- Ability to meet the minimum requirements for joining CIA, including U.S. citizenship and a background investigation
Desired Qualifications
- Project management related certifications
Education
- Bachelor's degree in one of the following fields or related studies:
- Project Management
- Liberal Arts in Business, Economics, Finance, Public Policy, Development & Planning
- Information Systems
- Engineering
- Computer Science
- At least a 3.0 GPA on a 4-point scale
