Summary

Joining the Secret Service, Office of the Chief Financial Officer will allow you to assist with the execution of strong financial stewardship of the agency's resources, provide exceptional service and transparency to our stakeholders, and administer guidance and oversight for financial matters in support of the agency's investigative and protective mission.

Duties

The selectee will serve as an Accountant in the Office of the Chief Financial Officer. Typical work assignments include:

  1. Applying a comprehensive knowledge of analysis/reporting requirements, work processes, accounting systems structure, and data produced to resolve significant accounting problems.
  2. Assuring monthly reconciliation of the proprietary and budgetary general ledger accounts to the supporting subsidiary records in Travel Oracle Prism Sunflower {TOPS) and that differences are researched and corrected.
  3. Providing interpretive guidance to other accounting staff and functional representatives and recommends improvements to meet program objectives.
  4. Advising other financial or budget analysts throughout the Agency and/or other agencies on issues that involve applying or tailoring methods and procedures to various situations.
  5. Working with Systems Accountants on the resolution of accounting system issues arising from factors such as changes in legislation, regulations, and accounting standards;

Qualifications

Applicants must demonstrate that they meet the Basic Requirements AND Specialized Experience requirements as noted below

Basic Requirement (Applicants must demonstrate they meet "A" or "B" below):

A. Degree: Accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. (The term "accounting" means accounting and/or auditing). The 24 hours may include up to 6 hours of credit in business law.

Or:

B. Combination of education and experience: At least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
  1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; or
  2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
  3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

AND

Specialized Experience:

You qualify for the GS-12 level (starting salary $99,200.00) if you possess one full year of specialized experience comparable in scope and responsibility to the GS-11 level in the Federal service (obtained in either the public or private sectors) performing the following duties:
  1. Reviewing and analyzing accounting documents or reports involving appropriations and accounts within multiple financial systems;
  2. Presenting data related to fund balances and statements of transactions to others;
  3. Reconciling monthly budgetary general ledger accounts; and
  4. Ensuring adherence to laws that safeguard against financial waste or abuse.

You qualify for the GS-13 level (starting salary $117,962) if you possess one full year of specialized experience comparable in scope and responsibility to the GS-12 level in the Federal service (obtained in either the public or private sectors) performing the following duties:
  1. Conducing research to determine the causes of abnormal balances between accounts;
  2. Reconciling proprietary and budgetary general ledger accounts on a monthly basis;
  3. Testing changes made to financial systems to ensure they function as required; and
  4. Providing interpretive guidance to accounting staff regarding accounting principles and policies.
