Summary

This position is located in the Architect of the Capitol, Superintendent, Library Buildings and Grounds, Assistant Superintendent, Facilities Operations Division, Maintenance Branch. The Air Conditioning Equipment Mechanic Assistant Supervisor assists the supervisor with technical and administrative supervision over workers performing air conditioning (A/C) mechanical work.

Duties

TOUR OF DUTY: Monday - Friday, 5:30 am to 2pm?

*** This position is designated "Emergency Employee" and will be required to report to work during emergencies and inclement weather conditions. In the event of an environmental condition, fire alarm, or utility outage, the position may be required to respond to the facility; may occur outside normal working hours. ***

Supervisory Responsibilities

Supervises a group of employees performing work to support the facilities management needs of the Library. Performs administrative and technical supervisory functions for subordinates. Assigns duties to, and evaluates their performance. Manages the organizational unit’s budget and workload. Develops performance requirements for subordinates and ensures a mutual understanding of the performance standards. 

Maintains employee records such as time and attendance, leave, work performance and discipline, and training certifications. As necessary, develops work improvement plans. Recommends personnel actions as necessary. Takes disciplinary measures according to delegated authorities.

Mechanical/Electrical and DDC Technology Management

Uses technical engineering data, wiring schematics and blueprints to analyze and understand the design and operation of complex mechanical and electrical systems.

Programs, edits, and implements software control strategies in DDC controller hardware.

Provides leadership and guidance to employees in support of Direct Digital Controls (DDC) system installation, troubleshooting and operation. Requires interface with the Energy Management Control Systems (EMCS) group to bring on new devices, build out new monitoring capabilities and used advanced software and diagnosis skills to support jurisdiction heating, ventilation, and air conditioning (HVAC), including chilled water, lighting, heating, plumbing, irrigation systems, hot water heating systems, and air handling systems.

Utilizes knowledge of Building Automation Systems (BAS) principles to diagnose and coordinate with the Energy Management Control System Division (EMCS) at the Office of the Chief Engineer, where necessary, to repair DDC and improve operating efficiency. Acknowledges and investigates error alarms to maintain system integrity. 


Assesses and Reviews Resources and Materials

Prepares and maintains records of work orders, work performed, materials on hand and used. Requisitions necessary equipment, materials, supplies, and tools to support operations. Prepares estimates of costs for materials for A/C system repairs, alterations, and new construction.

A/C System Installation and Maintenance

Supervises the work of A/C equipment mechanics engaged in the operation and preventive maintenance of commercial and industrial systems. Provides assistance to journeyman mechanics in diagnosing leaks by visual and audible examination of system components, applying industry prescribed test procedures and tools, and exploring probable reasons for equipment malfunction. Assists mechanics in dismantling, repair, and reassembly of compressors, chillers, evaporators, impellers, pumps, and receivers. 

A/C System Troubleshooting

As necessary, assists mechanics in examining complex A/C systems to locate, troubleshoot, and repair malfunctioning compressors; centrifugal, reciprocating, or rotary pumps; direct digital controls and refrigerant controls and systems. Systems contain multiple power source types and various combinations of pulleys, belts, horsepower capacity, and tensioners.

Installation, Maintenance, Removal, and Disposal of Insulation

Plans, lays out, coordinates, directs, and checks the work of Insulators who install, maintain, and remove different kinds of insulation materials. Installs or oversees the assembly, installation, and joining of insulation material on irregularly shaped surfaces or unique objects such as turbines, air ducts, heaters, generators, and refrigeration units. Inspects and tests installations and repairs performed by others.

Supervises specialized techniques, e.g., blowing sound or heat insulation into closed spaces. Oversees molding sections of insulation to enclose unusually shaped structures. Supervises fabricating boxes to cover groups of enclosed fittings, flanges, and piping elements. Oversees installation of vapor barriers to ensure insulation is moisture and vapor proof.
