Duties

As a/an Associate Director (Operations), you will manage the program's administrative operations. Responsibilities include, but are not limited to, overseeing the provision of administrative support in several key areas, including financial management/ accounting, budget, travel, information technology, logistics, contracting, and human resources. The Associate Director for Operations serves on the OTA leadership team along with other Associate Directors, the OTA Director, and the Deputy Assistant Secretary.
As a/an Associate Director (Operations), you will:
- Manage key administrative and operational functions in these areas: Financial management/accounting/budget, Travel, Information Technology (IT), Logistics, Contracting, and Human Resources (HR).
- Manage a team of administrative and operations staff to support OTA's mission.
- Support the Director of OTA, the Deputy Assistant Secretary for Technical Assistance, and other senior Treasury officials with the goal of implementing the policy priorities of the Treasury Department and the mission of OTA.
- Ensure effective management of the program by evaluating program needs and resources, planning organizational changes, and implementing necessary operational reforms to meet then needs of the program and provide more effective support.
- Serve as Contracting Officer's Representative (COR) to oversee the performance of personal services contractors, including supervising the performance of contracted duties and providing technical direction to enable the team and OTA to execute its global mission.

Category rating will be used to rank and select eligible candidates. Your application may be reviewed by a Subject Matter Expert.
Phase 2: You will be given an exclusive link in the last question of this assessment to complete a manual assessment for Phase 2. Please be sure to allow sufficient time to complete the questions before the close date of the second announcement. Failure to complete the narrative questions will result in an incomplete application and no further consideration will be given. Your narrative responses will be rated and ranked by a Subject Matter Expert (SME) to determine your level of proficiency.
Veterans' preference is applied after applicants are assessed. Preference-eligibles will be listed at the top of their assigned category and considered before non-preference-eligibles in that category. Qualified preference-eligibles with a compensable service-connected disability of 10% or more will be listed at the top of the highest category.
