Summary

The Office of the Secretary oversees the formulation of National transportation policy. Under the direction of the General Counsel, the Office of General Law advises on variety of legal issues, including personnel, equal employment opportunity, civil rights, ethics, and drug and alcohol testing.

Duties

The Attorney Advisor:

  • Advises agency managers and leadership on issues associated with a broad range of employment law matters, including employee performance and conduct, reasonable accommodations, internal investigations, EEO, employment policy and whistleblower complaints.
  • Serves as an advisor and representative for matters concerning labor/management relations, including grievances, arbitration, and collective bargaining. Serve as legal counsel in cases before the Equal Employment Opportunity Commission and the Merit Systems Protection Board.
  • Advises on issues associated with Federal government statutes and regulations involving ethics, conflicts of interest, gifts, outside activity, ethics pledges, political activity, and issues arising under the Federal Vacancies Reform Act.
  • Advises on issues related to Title VI of the Civil Rights Act of 1964.
  • Performs legal analysis and research, conducting necessary conferences and consultations, preparing memoranda and opinions, and maintaining continuing liaison with clients and other affected stakeholders to ensure understanding of the legal issues involved.

CONDITIONS OF EMPLOYMENT:

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration.


To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include:

  • Be a graduate of an accredited law school with a LL.B., J.D., or equivalent AND at least TWO (2) years of professional legal work experience in a government agency, private sector entity, or non-profit organization.

  • Be an active member in good standing of the bar of the highest court of any state, territory of the United States, District of Columbia, or Commonwealth of Puerto Rico.

To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include:

  • Be a graduate of an accredited law school with a LL.B., J.D., or equivalent AND at least THREE (3) years professional legal work experience of a progressively responsible nature.
  • Be an active member in good standing of the bar in a state or territory of the United States or the District of Columbia or Commonwealth of Puerto Rico.

Applicants at the GS-14 level should also demonstrate the ability to work independently with lower levels of supervision.

To qualify for the Grade 15, you must have at least one year of specialized experience equal or equivalent to the GS-14, it must include:

  • Be a graduate of an accredited law school with a LL.B., J.D., or equivalent AND at least FOUR (4) years of professional attorney experience.
  • Be an active member in good standing of the bar in a state or territory of the United States or the District of Columbia or Commonwealth of Puerto Rico.

Applicants at the GS-15 level should also demonstrate the ability to work independently with minimal levels of supervision.


Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).  Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.  You will receive credit for all qualifying experience, including volunteer experience.

Education

MANDATORY EDUCATION REQUIREMENTS:

In order to qualify for this position, candidates must have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have a professional law degree, and must currently be a member in good standing of the bar of a State or Territory of the United States or the District of Columbia.
