Summary

This position is located in the Government Accountability Office. As a Auditor (Financial) .The incumbent will lead key aspects of Center projects that require
a unique combination of skills related to the United States (U.S.) and multiple international standards for auditing, critical thinking, training development, and effective engagement.

Duties

As a Auditor (Financial), PE-0511-3 your typical work assignments may include the following:

  • Independently lead key sections of Center projects by developing and implementing training, mentoring and/or policy advice to strengthen the capacity of SAIs and enhance the skills of U.S. government officials who are responsible for overseeing the quality of foreign assistance project audits.
  • Understand and effectively apply methodologies for needs assessments of audit organizations and analyzes information gathered through needs assessments to identify key areas for improvement.
  • Advise accountability organizations regarding Government Auditing Standards (GAGAS); AICPA standards, INTOSAI audit standards, and other international audit standards and demonstrates how they interact and apply to financial, compliance and performance audits of
    US government foreign assistance programs.
  • Prepare high-quality written products such as needs assessment reports, project reports, manuals, and policies and procedures that accurately interpret and apply international audit standards and succinctly summarize key evidence, observations, conclusions, and
    suggestions for improvement.
  • Independently develop and provide convincing expert advice through oral communications to SAI Auditors General and other senior audit professionals on actions needed to comply with INTOSAI standards and adopt leading practices for audit organization effectiveness in areas such as quality assurance and recommendation follow-up.
  • Mentor and coach SAI audit teams in efficiently and effectively planning and conducting financial audits in accordance with INTOSAI standards, Government Audit Standards, and/or other standards as appropriate.

Qualifications

Basic Requirements:
Degree: accounting, auditing; or a degree including auditing courses in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law.

OR

Combination of education and experience:at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination.
OR
Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

Minimum Requirements:
You must have one year of specialized experience equivalent to the at the next lower band level, equivalent to the, PE-II, PT-II, or GS-13 level in the federal service, which has equipped the applicant with the skills and knowledge to successfully perform the duties of the position grade level in the Federal service that demonstrates. Specialized Experienceinstructing others to apply methods and techniques of auditing sufficient to independently plan and conduct a variety of audit-related activities, including developing or modifying methods and techniques to resolve a variety of auditing problems.

In addition to the minimun and basic qualifications, you candidate must be able to speak, read and write Amharic language.
