Body Worn Camera Coordinator (BWCC)

The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position.

• Reviews video footage captured to assess agents' law enforcement performance and ensure law enforcement practices are consistent with policy and approved enforcement plans. BWCC will utilize knowledge of Use of Force techniques and related investigative policies to identify and assess training, tactical or operational safety issues. The BWCC will raise these concerns to field office senior management. The BWCC will partner with field office senior management to recommend potential remediations to the identified issues.
• Review all enforcement action paperwork such as CI Operation Authorization, Operational Plan, Search Warrant Checklist and Post Enforcement Operation Summary pre & post operation to ensure policy compliance and to identify any issues with
  equipment or plan implementation.
• Utilize knowledge of criminal justice practices and procedures to make recommendations to BWC Program Manager regarding ways to adapt, revise or integrate BWC policy to further increase transparency and accountability in policing.
• Ensures field office management conducts appropriate review/audits of BWC recordings, including the prescribed number of video reviews over each review period. Monitors field office metrics pertaining to BWC recordings to ensure policy compliance and provides senior management with recommendations to improve said metrics.
• Assists field office management after critical incidents such as incidents involving serious physical injury or death, with collection, uploading and filing of BWC recordings; will coordinate with BWC Program Manager.
• Responsible for distribution and inventory management of BWC Hardware (BWC, Docking Station, Mounting Equipment) in coordination with field office equipment coordinator.
• Troubleshoots technology/questions for law enforcement officers, training and certifications of Special Agents in the field office.
• Manage digital evidence in vendor's cloud-based storage solution; create case files, manage video access and permissions and ensure management hierarchies are current. Additional digital evidence management requires ensuring BWC recordings are uploaded to the vendor's digital evidence storage solution and properly name, classified and filed in a timely manner.
• Download and distribute BWC recordings upon case closures consistent with the handling of electronic case files for storage and ultimate case file disposal per IRS-CI record retention policies. Ensures Authorized Upload Devices (Wi-Fi) are registered and updated in vendor's digital evidence storage solution.
• Serves as field office liaison with other state/local/federal law enforcement partners for all BWC matters. Evaluate partner agency BWC policy and programs. Communicate organizational concerns to agency partners regarding policy conflicts.
• Serves as the primary contact for BWC footage redaction. BWCC must be cognizant of 6103 disclosure issues related to redaction. Serves as the POC for all Freedom Of Information Act requests related to BWCs.
• Coordinate video transfers with the Unites States Attorney's Office (USAO) to ensure allrelevant videos are available for discovery purposes as part of the criminal trial.
• Serves as field office liaison and primary POC with BWC vendor and HQ BWC Senior Analyst and Program Manager. Coordinate camera repair & replacement with BWC vendor.
• Performs other duties as assigned.

Conditions of employment

• Probationary Period - All newly appointed employees to the competitive (or excepted) service are subject to a probationary (or trial) period. During this time, your performance, conduct, and suitability for continued employment will be evaluated. • Government Credit Card - Obtain and use a Government-issued charge card for business-related travel.
• Drug Test - Submit to a drug test prior to your appointment and random drug testing while you occupy the position. A negative result is required.

Key Eligibility Requirements:

• U.S Citizenship - Must be a U.S. Citizen or National and provide proof of U.S. Citizenship.
• Selective Service Registration - Males born after December 31, 1959 are required to be registered with the Selective Service System or prove they are exempt from having to do so.
• Personal Identity Verification (PIV) - Must provide 2 forms of identification from the Form I-9. Federal law requires verification of the identity and employment eligibility of all new hires in the U.S. These documents must be unexpired original or certified copies.

Qualifications

Federal experience is not required. Experience may have been gained in the public sector, private sector or through Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. QUALIFICATION REQUIREMENTS: To qualify for this position, you must meet the qualification requirements outlined below:

SPECIALIZED EXPERIENCE FOR GS-12: To be eligible for this position at this grade level, you must have specialized law enforcement experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service.

• Specialized experience for this position includes experience applying a wide range of criminal investigations and criminal intelligence procedures, principles, concepts, methodologies, and techniques sufficient to review Body Worn Camera (BWC) footage and assess performance, ensure law enforcement practices are consistent with policy and approved enforcement plans and make recommendations that significantly impact the agency wide BWC program.
• Experience in applying Criminal Justice practices to ensure effective, accountable policing and to develop recommendations for improvements in investigation and enforcement activities.
• Experience analyzing qualitative and quantitative techniques to assess the effectiveness, efficiency, and productivity of a program and adherence to policy.
• Experience applying oral and written communication skills to explain program objectives to internal and external impacted parties and respond to organizational concerns about how enhancements benefit the organization impacted.
• Experience analyzing problems, initiating required corrective action, and/or developing systems and processes that resolve the identified problems.
• Experience independently establishing priorities, identifying meaningful objectives, completing assignments timely.

  • Graduated from high school or been awarded a certificate equivalent to graduating from high school; or
  • Completed a formal vocational training program; or

Rating: Category rating will be used to rank and select eligible candidates. If qualified, you will be assigned to one of three quality level categories, CAT A, CAT B or CAT C.
