Duties

As a Budget Analyst you may:

  • Provide advice, guidance and recommendations to program managers and officials on all aspects of assigned budget areas to ensure consistency between programs while adhering to OMB and Congressional policies, guidance and requirements.
  • Implement and advise on unusual Department budgetary and programmatic problems
  • Review, analyze, edit and consolidate budget submissions and requests for allotments from subordinate units.
  • Analyze and estimate the probable financial impact of proposed legislation, policies and shifts in program requirements or direction on current and future year program budgets.
  • Determine the need for and prepares all necessary requests and supporting justifications for apportionments, reapportionments, supplemental appropriations, allotments, deferrals and rescissions for submission to the CFO.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS GS-13: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal Service or equivalent. Specialized experience for this position includes:

  • Performing all aspects of budget analysis, formulation, justification, presentation, execution and review of the multi-year budget submission; AND
  • Conducting analyses of budget and cost information and advising senior management on the status, availability, and appropriate use of funding; AND
  • Compiling data from various financial systems to prepare budget-related reports.

Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

This position is announced under a government-wide Direct Hire Authority (DHA) for Budget Analyst positions in the GS- 0560 series. Under this Direct-Hire authority, applicants are required to meet minimum qualification requirements at the grade level(s) of interest.
