Summary

This position is located in the Division of Resolutions and Receiverships (DRR), Financial Services and Technology Branch, Receivership Accounting, Accounting Operations of the Federal Deposit Insurance Corporation, in either Dallas, TX or Washington, DC.

FDIC Corporate Managers (CM) are in the Federal competitive service and not in the Senior Executive Service (SES).

Salary reflects a pay cap for this position of $275,000.

Duties

  • Serves as part of the management team making and implementing receivership and subsidiary accounting policy. Responsible for the development and coordination of program, policies, and procedures within their area of responsibility related to all phases of receivership accounting.
  • Provides supervision, leadership and guidance to assigned staff on policy, procedure, laws, regulations and other matters relating to the technical and administrative aspects of subordinate staff’s work. Performs technical, administrative, or special assignments and duties as may be required to carry out the Division’s responsibilities.
  • Provides accounting advice and assistance in the analysis of financial programs for complex business events and new types of FDIC business events to ensure proper accounting and reporting of the financial event.
  • Ensures all financial operations, processes, and systems are effectively managed, documented and controlled. Responsible for maintaining a system of internal controls to ensure the integrity of data contained in the financial information and processing systems.
  • Continually monitors and evaluates the program with a view toward strengthening operation efficiencies and ensuring adequate controls of complex financial programs.
  • Represents Financial Services and Technology branch, the Division, and the Corporation at various meetings and conferences conducted by the Corporation, other financial institution regulatory and audit agencies, financial institutions, and private industry.
  • Prepares oral and written presentations to senior management officials of the Corporation, as well as officials of other agencies, concerning negotiated transactions and resolution activities and initiatives.
  • Consults with the Deputy Director and/or Assistant Director in determining resources to devote to specific programs and the appropriateness of changes in program operations. Provides leadership to Financial Services and Technology organizational staff relative to priorities and expectations.
  • Exercises supervisory personnel management authority and performs the full range of performance management duties to include: planning, assigning, and reviewing work products of subordinates; establishing guidelines and performance expectations; and, evaluating work performance and providing feedback to others on their performance. Identifies training and developmental needs for staff and provides regular recognition of staff. Works in collaboration with the appropriate Human Resources and Legal staff to administer disciplinary action. Hears and resolves grievances or other disputes as appropriate. Approves/ disapproves requests for leave, telework, travel, training, etc.

Qualifications

To meet the minimum qualifications, applicants must possess the leadership and technical experiences listed below. These qualifications would typically be gained through serving in roles that require managing projects/teams or guiding the technical work of others.

Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious/spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, skills, and abilities (KSAs) and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Basic Qualification Statement:

A. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")

OR

B. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:

1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
3. Completion of the requirements for a degree that included substantial course work in accounting or auditing (e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A), provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher-level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

Technical Experience 1: Technical Experience 1: Experience in developing and coordination of operating policies, programs and procedures related to accounting and asset operation oversight programs.

Technical Experience 2: Experience in providing accounting services and activities that ensure the overall effectiveness and efficiency of the accounting operations in accordance with Generally Accepted Accounting Principles (GAAP).

Technical Experience 3: Experience with automated accounting systems to produce financial statements and design financial reports to analyze and interpret.

Quality Ranking Factor (QRF): Certification as a Certified Public Accountant (CPA) is highly preferred.

The range of pay shown includes base pay plus supplemental locality adjustments. The locality rates for these duty locations range from a low of 26.91% to a high of 33.41%.
