Job Description (Please follow all instructions carefully)

Summary

The Chief Deputy Clerk of the DC Court of Appeals will assist the Clerk of the Court in managing and overseeing the daily operations of the DC Court of Appeals.

Duties

  • Directs the preparation and servicing of the DC Court of Appeals (DCCA) calendar, issuance of opinions and processing of Rule 40 petitions.
  • Assists the Clerk of the Court in developing and implementing the annual Management Action Plan, aligned to the DC Courts’ strategic plan.
  • Recommends operating policies, practices and procedures to enhance the DCCA’s overall effectiveness and efficiency.
  • Manages and directs the work activities of the DCCA’s Public Office, Calendar Clerk, Opinions Clerk, Legal Division and the Committee on Admission and Unauthorized Practice of Law Division. 
  • Maintains close coordination with operating divisions of the Superior Court and the Court Reporting Division, to anticipate and respond to changes and challenges, as well as developing and facilitating coordination of initiatives to address mutual problems.
  • Prepares, maintains, and releases a variety of reports on the issuance of published and unpublished opinions.
  • Assists in the general administration of the Clerk of the Court's Office and in the absence of the Clerk of the Court serves in an "Acting" capacity.

Qualifications

Graduation from an accredited university with a Law degree and a minimum of six (6) years of management responsibility within a court, legal or justice-related environment. Must be an active member in good standing with the District of Columbia Bar or must become a member within six (6) months of appointment.

At least ten years of legal experience in positions of appellate practice preferred.

To qualify you must provide evidence of progressively responsible leadership experience that is indicative of senior executive-level management capability and directly related to the skills and abilities outlined under Court Executive Service Core Qualifications (CESCQ) listed in the how to apply section. Typically, experience of this nature will have been gained at or above the GS/JS-15 grade level in the federal/DC Court service or its equivalent in the public/private sector. Candidates must possess senior-level management and technical experience. Candidates' experience must have been at a high level of difficulty to show clearly that the candidate possesses the professional and technical, as well as program knowledge, skills, and abilities outlined under the five CESCQ. Failure to meet the basic qualification and address the CESCQ factors automatically disqualifies an applicant.

The DC Courts leave policy is as follows:

Sick Leave is used for personal medical needs, care of a family member, or adoption related purposes. Full-time employees earn 4 hours of sick leave every 2 weeks. This leave can be accrued without limit.

Individuals occupying CES positions earn eight hours of annual leave each biweekly pay period, regardless of years of credited service and may carry over unused annual leave from year to year subject to a 480-hour ceiling.

In addition to the federal health plans, the DC Courts offer employees supplemental vision and dental plans as well as commuter transit benefit subsidy, for a maximum of $150 a month. There are 26 pay periods in the year.

COURT EXECUTIVE SERVICE CORE QUALIFICATIONS (CESCQ): All applicants must submit written statements. Your narrative response must not exceed two (2) pages per CESCQ and needs to include at least (2) examples per CESCQ. The CESCQs were designed to assess executive experience and potential not technical expertise. They measure whether an individual has the broad executive skills needed to succeed in a variety of CES positions.

You must address each CESCQ separately. You are required to respond to all CESCQs. If you fail to do so, you will be rated as ‘ineligible’. A qualified candidate for the Chief Deputy Clerk of the Court of Appeals position must have at least six (6) years of management responsibility within a court, legal or justice-related environment. This requirement should be highlighted throughout the CESCQ responses. The ability to communicate effectively in writing is expected to flow throughout the narrative responses and reflect a mastery of that ability.
