Summary

The Chief Financial Officer (CFO) is responsible for the financial leadership of the District of Columbia Courts. The CFO reports to the Executive Officer and serves as policy and technical adviser to the Executive Officer, Deputy Executive Officer, Clerks of Court, Division Directors, and other operating officials. The CFO functions in a manner that facilitates high level decision-making, emphasizing positive communications and program effectiveness.

Duties

The CFO fosters effective stewardship of public funds, and is accountable for all budgetary and financial programs, analysis and planning for the Courts. The CFO provides expert budgetary and financial advisory services to the Joint Committee on Judicial Administration and Executive Officer and is responsible for the Courts’ financial management policies, programs, and systems, in the areas of budget formulation, justification, presentation, and execution.

BRIEF DESCRIPTION OF DUTIES:

  • Supervises the financial operations of the Courts including all accounting, auditing, budgeting, and fiscal control systems and programs.
  • Assists the Executive Officer in the presentation of the budget to the Joint Committee on Judicial Administration, the Office of Management and Budget, and Congress for the purpose of explaining and defending the Courts’ budgetary submissions and appropriations requests.
  • Directs and authorizes budget execution activities including effective fund control and program adjustments.
  • Reviews, analyzes, evaluates, and reports on budgetary and financial program accomplishments, efficiency, and effectiveness.
  • Plans, schedules, coordinates, implements, and evaluates the effectiveness of the budgetary operations and the financial and accounting systems operated by the Courts.
  • Develops instructions and calls for budget estimates and directs the formulation, preparation, review, and consolidation of budget estimates.
  • Safeguards fiscal integrity through effective internal controls.
  • Oversees accounts payable and accounts receivable.
  • Manages the design and implementation of financial management systems and enhancement projects.
  • Directs the collection, analysis, and correlation of budget and financial management data, and provides authoritative advice and interpretations of Congressional legislation as this legislation may impact the budget or finances of the Courts.
  • Administers the apportionment and allocation of the funds pursuant to Court policy, and the provisions of 31 U.S.C. § 1341 sufficient to obviate violations of the Anti-Deficiency Act and Congressional ceiling.
  • Reviews and ensures the timely submission of all schedules, forms, and financial statements required for the development and execution of funding under the auspices of the Courts.

Qualifications

Minimum Qualifications

Bachelor’s degree from an accredited college or university in Accounting, Finance, Business Administration, Public Administration, or related field and a minimum of 10 years of experience in a financial, accounting and/or auditing environment in the government and/or private sector. Six (6) years of leadership and managerial experience.

Ability to supervise and manage a staff consisting of professional, technical and administrative personnel.  A thorough knowledge of the United States General Ledger and how it applies to external reporting and audit. A thorough knowledge of Federal Appropriations Law. Ability to analyze complex problem areas and recommend viable solutions. Skilled in effectively communicating with top management levels of an organization both orally and in writing. 

Management experience in federal budgetary administration, formulation, and execution; financial operations and audits; and financial reporting and analysis.

Demonstrated ability to manage automated financial systems.

Mastery of the principles, methods, practices, and techniques of financial program analysis, including a thorough understanding of the federal budget process, including Congressional and OMB policies and practices, and federal financial audit procedures (including all federal financial audit manuals and guidelines).

To qualify you must provide evidence of progressively responsible leadership experience that is indicative of senior executive level leadership and management capability and directly related to the skills and abilities outlined under Court Executive Service Core Qualifications (CESCQ) listed below and the duties associated with this position. Typically, experience of this nature will have been gained at or above the GS/JS-15 grade level in the federal/DC Court service or its equivalent in the public/private sector. Candidates experience must have been at a high level of difficulty to show clearly that the candidate possesses the professional and executive, as well as program knowledge, skills, and abilities outlined under the five CESCQ. Failure to meet the basic qualifications and address the CESCQ factors automatically disqualifies an applicant.

DC Courts' appropriation comes directly from Congress. The DC Courts leave policy is as follows:

Annual Leave:  Individuals occupying CES positions earn eight hours of annual leave each biweekly pay period, regardless of years of credited service and may carry over unused annual leave from year to year subject to a 480-hour ceiling.
 
Sick Leave is used for personal medical needs, care of a family member, or adoption related purposes. Full-time employees earn four (4) hours of sick leave every two weeks. This leave can be accrued without limit.

In addition to the federal health plans, the DC Courts offer employees supplemental vision and dental plans as well as commuter transit benefit subsidy, for a maximum of $150 a month. There are 26 pay periods in the year.
