This is a Scientific and Professional (ST) position. The Chief Medical Officer position is located in the Office of Associate Administrator for Policy and Program Development. This position is vital to the support of the mission of the Federal Motor Carrier Safety Administration (FMCSA).

Duties
The Chief Medical Officer for FMCSA is a recognized expert on medical standards for safety critical employees within the motor carrier industry.
The Chief Medical Officer is responsible for providing senior- level advice on FMCSA's national medical certification/qualification regulations, standards and policies, the National Registry of Certified Medical Examiners (National Registry) program, medical exemption programs, the development of medical standards and guidance and the relevant research to support the medical program. Specific responsibilities of this position include, but are not limited to:
- Serving as the Chief Medical Officer and an advisor to the Administrator, Executive Director, Associate Administrator for Policy and Program Development, Director, Office of Carrier, Driver and Vehicle Safety Standards, and liaison to FMCSA's Medical Review Board.
- Providing advice on the development and determination of the national medical certification/qualification regulations, standards, policies and procedures for commercial motor vehicle drivers who operate in interstate commerce.
- Providing advice on the management and operation of the National Registry program - a national medical examiner system, including the designation and termination of registered medical examiners. Providing advice on FMCSA's medical exemption and certificate programs.
- Developing and conducting relevant health and medical research.
- Responding to public and other inquiries (e.g., Congressional) about commercial motor vehicle driver health and safety, including advice on implementation of standards.
- Participating as an advisor in assisting executive decisions, in formulating and presenting budget and program plans, and in development and maintaining productive relationships with the public, the medical community, the motor carrier industry and other Government agencies.
- Providing professional and technical senior level medical advice and assistance to the Administrator and other officials and participates in all intra-agency deliberations which concern medical determinations of driver commercial motor vehicle driver fitness for duty.
- Maintaining senior level liaison with other governmental agencies and private, professional, and scientific organizations, to improve commercial motor vehicle driver health and safety.
The ideal candidate for this position will have authored fundamental papers in the filed of expertise that are widely used and cited; has received significant honors from major organizations for their accomplishments and contributions; and is sought as an advisor and consultant on scientific, medical and technological issues.

Qualifications
As a basic requirement for entry into the Senior Executive Service (SES), you must clearly articulate and describe within your five (5) page resume evidence of progressively responsible supervisory, managerial, or professional experience which involved management of a program or organization of significant scope and complexity. Your resume must provide information regarding your professional experience and accomplishments that demonstrate your ability to perform the duties of this position and meet the mandatory Technical Qualification(s) and Managerial Executive Core Qualifications listed below.
TECHNICAL QUALIFICATIONS (TQs): Below are the descriptions of the mandatory technical qualifications for this position. Your five (5) page resume must provide information regarding your professional experience and accomplishments that demonstrate you meet these technical qualifications.
TQ 1: You must have (3) years of specialized experience as a medical physician in or closely related to occupational health programs. At least one year of this experience must have been in planning and executing difficult programs of national significance or planning or executing specialized programs that show outstanding attainments in the field of research or consultation. One year of this specialized experience must be equivalent to experience at the GS-15 grade level in the Federal service.
TQ 2: Experience in advising and consulting with senior level executives on medical qualifications, regulations, policy and certification programs, and the ability to correlate medical documentation and medication usage to medical fitness for safe driving.
TQ 3: Professional expertise in occupational medicine or another specialty related to assessing the physical qualifications of workers in safety-sensitive transportation –related occupations.
TQ 4. Experience in the administration of federal, state or local regulatory and enforcement programs pertaining to occupational safety and health and/or transportation safety.
TQ 5. You must Possess strong written and oral communication/briefing skills, including the ability to conceptualize, organize and draw inferences from incomplete data, present a cogent and compelling analytic picture, and identify, articulate, and document gaps of knowledge.
TQ 6. Experience correlating medical diseases and their symptoms, physical conditions, treatment regimens and medication usage to medical fitness for safety-sensitive transportation duties, drawing inferences from incomplete data, present a cogent and compelling analytic picture, and identify, articulate, and document gaps of knowledge.
Education
REQUIRED EDUCATION AND LICENSE:
License: Applicants must possess a current, active, full, and unrestricted license or registration as a Physician from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.
Degree Applicants must possess a Doctor of Medicine, Doctor of Osteopathic Medicine or equivalent from a school in the United States or Canada. This degree must have been accredited by the Council on Medical Education of the American Medical Association; Association of American Medical Colleges; Liaison Committee on Medical Education; Commission on Osteopathic College Accreditation of the American Osteopathic Association, or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.
Foreign Medical School: A Doctor of Medicine or equivalent degree from a foreign medical school must provide education and medical knowledge equivalent to accredited schools in the United States. Evidence of equivalency to accredited schools in the United States is demonstrated by permanent certification by the Educational Commission for Foreign Medical Graduates, a fifth pathway certificate for Americans who completed premedical education in the United States and graduate education in a foreign country, or successful completion of the U.S. Medical Licensing Examination.
