Job Summary:

The Office of the Chief Administrative Officer (CAO) provides operations support services and business solutions to the community of 10,000 House Members, Officers, and staff. The CAO organization comprises more than 650 technical and administrative staff working in a variety of areas, including information technology, finance, budget management, human resources, payroll, child care, food and vending, procurement, logistics and administrative counsel.

This position is located in the Immediate Office Directorate, House Information Resources (HIR), Office of the Chief Administrative Officer (CAO), U.S. House of Representatives (House). The Chief Operations Officer provides engineering and technical support in the following areas: Voice Communications, Server and Storage Management, Network Operations, House Cloud Operations, and Administrative Support. The teams within this COO support the infrastructure (circuits, cabling, servers, data storage, voice systems, Network and other physical infrastructure) that provides computing and telecommunications services to the House. This position serves as the Chief Operations Officer.

Key responsibilities include managing the systems design, development, testing, implementation, and maintenance for information systems projects within HIR; sharing responsibility with the other HIR Groups for directing comprehensive, nationwide systems engineering programs to modernize and maintain information systems in the House; leading change through the development and implementation of organizational vision that integrates with the strategic plans of the CAO and the House; providing leadership to multiple Directorates in Networking, Telecom and Enterprise Operations and direction to assigned Directors, reviewing and evaluating performance of subordinates, and preparing performance reports; and planning and managing short- and long-range budget activities.

The position has day-to-day supervisory/managerial responsibilities. This position has access to Personally Identifiable Information (PII).

Major Duties/Responsibilities:

·        Leads the on-going operation and future planning for nationwide information systems within the responsibility of the CAO. This includes local Capitol Hill campus usage, wide area District Office, and remote use of these systems via on-premise and Cloud Service Providers.

·        Provides on-going operation and future planning for House Cloud Services. This includes a comprehensive hybrid information systems program to include multi-cloud and cross-cloud solutions.

·        Assists the CIO and Deputy CIO in directing the operations of HIR to ensure the House’s information and communications systems meet the uptime, application, and requirement needs of Members, Committees, and House support offices.

·        Manages the budgeting and purchase of hardware and software licensing in support of information management systems projects. Administers procurements, including the development and issuance of Requests for Information (RFIs) and Requests for Proposal (RFPs), and conducting bidder sessions, evaluations, and recommendations for purchase. Serves as the House’s Contracting Officer's Technical Representative (COTR) for all major Information Management systems contracts.

·        Keeps abreast of current information systems technology and industry developments and applies them as necessary to improve service to House users for both Directorates.

·        Advises relevant staff on major industry issues and developments, especially as it relates to technology and regulatory changes.

·        Reviews and analyzes House information systems, including equipment and local and wide area services, to provide the CAO and the Committee on House Oversight with information for establishing policies and making procurement decisions.

·        Prepares annual budget estimates and corresponding testimony for the Legislative Branch Appropriations Subcommittee.

·        Manages the implementation and introduction of advanced information systems management technology and products.

·        As necessary and appropriate, meets with industry vendors, the Committee on House Oversight, House Information Resources, House Systems Integrators, and other HIR Departments to ensure well-coordinated deployment of Information Systems.

·        Conducts normal administrative and personnel management activities, including performance reviews and evaluations, interviewing and employment recommendations, staff counseling, employee development training, and development of policies.  

·        Provides guidance to staff and supervisors on desired results and planning considerations, monitors progress of assigned projects, and provides additional resources as appropriate.

·        Establishes procedures to systematically and equitably review subordinate supervisor’s accomplishments and ensure recommendations from subordinates are consistent with the CAO mission and internal initiatives.

Qualifications

Experience and/or Education Requirements:

·        Master’s degree in Computer Science/Information Management Systems, or equivalent senior level technical experience.

·        Experience with the systems development life cycle, and program and project management.

·        Experience performing as a technical leader on enterprise-level information technology projects.

·        Experience leading enterprise-level deployments of multi-cloud and cross-cloud solutions as well as on-prem infrastructure and virtual environments.

Knowledge, Skill, and Ability (KSA) and Competency Requirements: 

·        Knowledge of and skill in a wide range of financial and administrative areas to include the preparation of budgets and contract negotiations.

·        Knowledge of and skill with complex systems engineering, design, development, implementation, and support, including the design, development, and deployment of complex/nationwide computer systems.

·        Knowledge of complex network design, telecom design, server, storage and implementation, and support of all technology within Telecom and Enterprise Operations and Facilities.

·        Ability to communicate effectively, both orally and in writing, with elected officials, senior staff, information systems professionals, and non-technical users. Provide support for Deputy Chief Information Officer.

Physical Requirements and Work Environment:

This position is located in an office setting that is adequately heated, lighted, and ventilated. Normal safety precautions apply. The work involves carrying of light items such as books, papers, and small office equipment. The incumbent must be able to meet minimum physical requirements (lifting, bending, crouching, standing, etc.).

Security Requirements:

·        Must successfully complete a criminal history records check.

·        Employee may be subject to drug testing in accordance with the CAO Drug Free Workplace Plan.

·        Must be able to secure and maintain Federal Government security clearances as deemed appropriate by senior management.

Other Significant Facts:

·        Essential for the purpose of lapse in appropriation/furlough.

·        On-call 24 hours a day, 7 days a week.

·        This position requires the ability to work shifts to provide 24 hours a day, 7 days a week in support of House services.

·        Occasional travel required.  

·        This position may require travel to House BC/DR facilities and related facilities across the U.S.

·        This position is considered Critical Staff and 24x7 operational site personnel should report for work, or work remotely, as required.

·        Ability to work additional hours as required.

·        This position is required to support business continuity and disaster recovery efforts, including coordinating unscheduled and urgent response operations during a disruption.
