Summary

The Senate Sergeant at Arms is seeking a Contingency Broadcast Technology Senior Program Manager. Duties

Serves as a subject matter expert in complex broadcast systems and life-cycling of critical continuity systems; leads technical coordination for stakeholders. Leads development of project technical requirements; communicates project plans, schedules, technical direction, and impacts to stakeholders; provides regular updates to stakeholders. Maintains program plans and works closely with the respective departments; monitors the progress, milestones, and deliverables; provides performance feedback and recommendations. Reviews and evaluates proposals for completeness and adherence to Senate Recording Studio’s technical requirements; participates in the source selection process. Develops contingency plans, standard operating procedures, guides, and checklists to mitigate risks and provide for continuity of Senate broadcast operations. Participates in Continuity of Operations (COOP) Continuity of Government (COG) planning, including exercises, drills and training. Resolves complex technical problems associated with audio, video, and control systems. Other duties as assigned.

Other Duties/ Responsibilities

  • Deploys as part of the Emergency Relocation Group/Forward Operation Center. Monitors/reports on status of Senate resources and capabilities during a continuity event. (OSEPC Contingency Programs only).
  • Serves as a Contracting Officer’s Representative (COR).
  • Maintains awareness of project budgets and advises management regarding any funding concerns or issues.

Required Work Experience

  • Five to eight years of experience of building television/production facilities, five years of experience in program management/ project supervision.

Required Special Skills/ Knowledge

  • Knowledge of principles, methods, and practices of project/ program management, including project budgeting, scheduling, staffing, risk management and requirements analysis.
  • Ability to organize and coordinate resources and prioritization of objectives to achieve program and organizational goals.
  • Ability to analyze difficult and complex issues and to make recommendations for action.
  • Ability to conduct research and prepare clear and concise analyses and reports.
  • Ability to develop and implement short- and long-range project plans and bring projects to a successful conclusion.
  • Knowledge of the operational and maintenance characteristics of television and broadcast recording equipment.
  • Ability to read and create engineering drawings and documentation, develop action plans for equipment installation, and instruct production staff in equipment operation.
  • Ability to operate a full range of audio, video, and fiber optic test equipment, including meters, analyzers and related devices.
  • Ability to establish and maintain effective working relationships with managers, co-workers, and contractors with tact and diplomacy.
  • Ability to use various automated office systems and software programs.
  • Understanding of requirements for handling of secure information, secure communication systems.

  • This position requires that the applicant obtain and maintain a Top-Secret U.S. Government security clearance.

Education

Bachelor’s degree in electronic engineering, information technology.
