Summary

This position is located in the Division of Administration of the Federal Deposit Insurance Corporation located in Arlington, VA and provides contract oversight related to overseeing clearance, deployment and the management of third-party contractors.

Duties

At the full performance level, major duties include:

  • Serves as a specialist in the area of contract oversight responsible for managing a portfolio of assigned contracts supporting Division of Administration (DOA) programs and functions as the technical liaison between the contractor, Contracting Officer and the program area for assigned contracts.
  • Monitors, reviews, and determines whether the contractor's performance is in compliance with the terms and conditions of the contract specifications through appropriate due diligence, including periodic inspections of work to verify performance is in full compliance with contract requirements.
  • Works with Technical Monitors and Program Office officials to review and verify the contractor's invoices for accuracy and reasonableness prior to approval for payment. If applicable, collaborates with the Program Office and Contractor designee on invoicing issues and prescribes remediation efforts if warranted.
  • Prepares and maintains technical and administrative reports of the contractor's performance, detailing violations and deficiencies and informing the Contracting Officer of potential performance issues.
  • Assists in the development of procurement plans and independent government cost estimates, statements of work, market analysis, and market research activities for new requirements and contract re-solicitations.
  • Maintains all pertinent contract documentation and correspondence from development, pre-award, post- award and the closeout of contracting awards in designated systems.

Qualifications

Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious/spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. CG-11: To qualify, applicants must have completed at least one year of specialized experience equivalent to at least the CG-9 grade level or above in the Federal service.  Specialized experience is defined as experience monitoring contractor services, analyzing and verifying adherence to contractual agreements. OR

EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. OR

COMBINATION of graduate level education and specialized experience as described above, that together meet the qualification requirements for this position.

CG-12: To qualify, applicants must have completed at least one year of specialized experience equivalent to at least the CG-11 grade level or above in the Federal service.  Specialized experience is defined as experience overseeing or monitoring contractor services, evaluating and enforcing adherence to contractual agreements and preparing reports on contractor performance to include identifying violations, deficiencies and performance issues.

Selectee(s) for this position will be required to report to their duty station office at least 1 day per pay period beginning January 2, 2024, and at their supervisor’s direction to support mission and project needs. In person reporting requirements are expected to increase in July 2024.

  1. Ability to build and manage relationships with staff, other divisions and contractor key personnel.
  2. Knowledge in one or more Contract Oversight area to include but not be limited to training, human resources, facilities management, security and emergency preparedness, support services, library and public information, information systems and security, and consulting.
  3. Ability to analyze, resolve problems and issues as they arise and relate to contracting in coordination with the Contracting Officer.
  4. Knowledge of contracting laws, practices, principles, methodology, policies and regulations relating to types of contracts, contractor selection, cost/price analysis and contract administration.
  5. Ability to review and analyze contractor invoices.
  6. Ability to prepare written standard reports and procedures including establishing formats of presentation.
  7. Knowledge of price/cost analysis techniques, contract types, methods, and techniques, and multiple awards.
  8. Knowledge in preparing contract solicitation requirements.
