This position serves as a Data Analyst providing a range of analytical support for multiple aviation related CFR parts. Utilizes simple and complex analytical techniques, data mining, and statistical analysis in the development of solutions to enhance risk-based, data supported decision-making processes.

Duties
Performs multiple, varying, and complex assignments under the minimal direction of a manager, project/program manager, or team leader. Is a contributing specialist on large work activities or as a project manager or team leader for large projects/programs/activities. Applies experience and comprehensive knowledge of analytical and statistical methods and techniques to support the aviation system and aviation safety data. Assignments require knowledge and experience working across functional and/or organizational lines. Serves as the divisional Data Analyst, responsible for developing analytical methodologies for collecting data and compiling into visual tools or reports. Develops pre-decisional reports and presentations containing sensitive or PII for senior executives, leadership and managers at all levels; reveals data on organizational performance, which includes key performance indicators/metrics that target organizational improvement and represents data to reach meaningful conclusions to meet our safety goals. Serves on process improvement and/or project teams and provides data to support organizational change to include methods that influence the use of resources, business processes, or other modes of operation that result in organizational and/or operational changes. Responsible for the planning, design, development and application of data and statistical models and methodologies for analyzing components of the aviation system and aviation safety data using advanced technologies. Develops custom data models and algorithms to apply to data sets. Collects, interprets and publishes data. Performs descriptive, prescriptive, and predictive data analyses including curve and distribution fitting, optimization, and assists others with simulation modeling. Provides training related to the application of new analytic techniques to software. Interacts with other analysts such as Operations Research Analysts (ORA) to understand business processes, gather requirements, develop analysis methodologies, and coordinate ongoing iterative development of analytical products. Develops and presents background material on proposed designs, procedures, concepts, optimization, and statistical models, and results. Communicates with technical and non-technical stakeholders. Explores relationships between variables, defines criteria, and assists ORAs in developing and testing hypotheses. Subjects' data to statistic and mathematical analyses, e.g. regression. Identifies future needs and provides recommendations on advanced, innovative, or new techniques, methodologies, and processes. Determines the appropriate amount of data necessary to support conclusions with specific levels of statistical confidence. Uses standardized metrics for analysis. Performs analyses to determine benefits and risks for projects and programs. Provides analytical support for decision-making by management at all levels of the organization. Independently plans time. Identifies, plans, and organizes available resources to accomplish projects/programs/activities. Makes optimal use of resources to complete activities within established schedules. Broad policies and objectives provide general guidance for addressing issues but often requires the development of new approaches with data analysis for decision-making. The Analyst represents the major subdivision and LOB/SO as a principal point of contact to provide advice and guidance on the applications of policies and procedures. Works directly with executives, branch and section managers, and other leaders in preparation for meetings with key stakeholders. Facilitates meetings and discussion with access to pre-decisional and sensitive information; provides relevant data based on employees assignments, level of involvement, criticality, through visual dashboards from data sources collected containing PII data and other critical/sensitive information. Performs other related duties as assigned.

Qualifications
To qualify for this position at the FV-I level you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-H or FG/GS-12 level. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Specialized experience includes: - Experience in using data collection, transformation, cleaning, analysis, and reporting software, tools, and databases such as Excel, MS PowerBI, MP Power Apps, Structured Query Language (SQL) or Alteryx
- Identifying, extracting, and analyzing data from a variety of source databases as well as performing data analysis and improving program effectiveness and efficiency
- Maintaining data in a data management system, identifying discrepancies in data, recommending solutions to data discrepancies, and creating reports in response to data requests.
