Summary

The employee will serve as a Data Analytics Specialist with the Division of Inclusivity, Culture and Equity (DICE), Office of Data Analytics (ODA), assisting in collecting, validating, analyzing, and reporting data to support DICE's mission and its initiatives.

Duties

ODA Overview
The Office of Data Analytics (ODA) is responsible for advancing DEIA initiatives through data collection, analysis, and strategic support. ODA's key functions include:

  • Analyzing DEIA Data: Conducts comprehensive analyses of DEIA data for FHFA and its regulated entities.
  • Managing DEIA Data: Oversees and standardizes the collection and management of DEIA data from all regulated entities.
  • Developing Metrics and Benchmarks: Creates and maintains standardized DEIA metrics and benchmarks for the Agency's DEIA efforts.
  • Providing Insights and Recommendations: Handles reporting, responds to data requests, and offers data-driven recommendations to guide DEIA strategies and decision-making.
  • Identifying Trends and Designing Tools: Detects trends in DEIA data and designs specialized tools to evaluate and improve DEIA performance across FHFA and its regulated entities.
As a Data Analytics Specialist, you will collaborate with colleagues to develop useful data summaries, perform basic statistical analysis, and support the development of reports for internal and external stakeholders. The role focuses on data support functions, operational analysis, and ensuring data consistency.

Major Duties & Responsibilities
  • Coordinate data analysis needs and reporting requirements under Section 1116(f) of HERA and Section 342 of the Dodd-Frank Act. This includes supporting both internal and external diversity, equity, inclusion, and accessibility (DEIA) data.
  • Develop data collection templates with input from senior staff and validated data for consistency and accuracy.
  • Participate in data discussions with stakeholders to clarify data requirements, under the guidance of senior analysts or managers.
  • Conduct statistical analysis of DEIA data with moderate complexity, identifying patterns and correlations.
  • Support the maintenance of data management systems and databases, ensuring that data sources are up to date and appropriately archived.
  • Provide input on system improvements.
  • Address basic data management issues, such as correcting duplicated or outdated data.
  • Develop data reports and reporting tools, with responsibility for preparing initial drafts and summaries based on data analysis.
  • Provide support in ensuring the accuracy and completeness of data for mandatory reports.
  • Contribute data analysis to reports prepared for leadership under the direction of senior analysts or managers, ensuring data accuracy and integrity.
  • Provide support to colleagues and senior staff by preparing summaries of data for meetings, presentations, or reports.
  • Ensure that data is presented clearly and effectively for non-technical audiences.
  • Other duties as assigned

Qualifications

You may qualify for your desired series and grade level if you meet the following qualification requirements:

MINIMUM QUALIFICATIONS:

Minimum Qualification EL-11: Applicants must have 52 weeks (one-year) of specialized experience equivalent to the next lower grade level and/or directly related education as described below. From the description below, if you choose options "B" or "C" you must provide transcripts with your application.

A. Experience: I qualify for the EL/GS-11 because I have at least 52 weeks of specialized experience at the EL/GS-09 or equivalent demonstrating work experience with the following:
  • Applying basic principles, concepts, and methodology used in configuration and data management
  • Collecting, analyzing, and evaluating facts relative to diversity, equity, inclusion, and accessibility (DEIA) conditions or trends
  • Communicating factual and procedural information clearly, orally and in writing
  • Supporting operations and activities related to DEIA policies, procedures, and practices;
-OR-

B. Education:
Completion of three (3) academic years of higher graduate-level education, or a Ph.D. or equivalent doctoral degree from an accredited college of university directly related to the work of the position (e.g., Data Science, Statistics, Economics, Financial Analysis, Computer Science, Mathematics, Engineering, Psychology or related field), or an LL.M, if related;

-OR-

C. Combination of education and experience as described above in options "A" and "B". Note: Less than one year of specialized experience may be combined with graduate education more than the amount required for the next lower grade level. Two academic years of graduate education is the number of credits hours determined to represent two academic years of full-time study (i.e., 36 semester hours (or 54 quarter hours).
