Summary

This position serves as a Data Scientist, located in the Department of Justice (DOJ), Office of the Chief Information Officer (OCIO), Justice Management Division (JMD), Service Delivery Staff (SDS). The primary purpose of this position is to serve as a Data Scientist advising senior DOJ management in the support of the governance, scientific methodologies, processes, and systems of data within the department.

This position is being filled under the OPM Government-Wide Direct Hire Authority for Scientific, Technical, Engineering and Mathematics (STEM) related positions for grades GS 11-15. This serves as a public notice for the use of the Direct Hire Authority in accordance with 5 U.S.C. 3327 and 3330 and 5 CFR 330. This public notice may be used to fill multiple positions as needed; therefore, applicants must meet the qualifications at the time the applications are reviewed.

The duties and responsibilities as a Data Scientist GS-1560-15 generally include, but are not limited to the following:

- Establish and oversee the process of extracting, storing and organizing data that will require analytics from multiple sources to provide data-driven insights to senior leadership.- Design and oversee the implementation of a Department data analytics management framework that ensures a modern and sustainable approach to integrating data science, data interoperability, data security and appropriate AI solution integration considerations in the enterprise architecture.- Advise leadership on advanced quantitative methods, computer science and mathematical concepts that can be used to solve difficult and unknown questions across large sets of disorganized data.- Provide critical data insights and technical governance support in managing AI use cases for generative AI and machine learning implementations.- Oversee the development and improvement of information management systems, programs, storage and catalog solutions to support the data gathering and analytical needs of the department while continually improving the scientific and evaluation methodologies for these systems and programs.

Qualifications

To qualify for the position of Data Scientist at (GS-1560-15), you must meet the basic qualification requirements listed below AND possess the required specialized experience specific to this series and grade you're applying to.

If you are a current or former government employee on a permanent appointment in the competitive service, you will need to demonstrate 1-year (52-weeks) at the next lower grade level, to meet the time-in-grade requirements for this occupational series and grade. Additionally, please ensure to submit an applicable SF50 (please refer to the "required documents" section for additional information).

Basic Requirements:

  1. Degree: Mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position.

    or

  2. Combination of education and experience: Courses equivalent to a major field of study (30 semester hours) as shown in paragraph A above, plus additional education or appropriate experience.

AND

Specialized Experience:

For the GS-15 you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-14 in the Federal service. Specialized experience is defined as:

1. Display extensive knowledge of and demonstrated experience with the principles, procedures, and tools of data science and analytics, such as modeling techniques, data dictionaries, data warehousing, data mining, data disposal, and data standardization processes.

2. Overseeing secure enterprise data analytics, including the operational use of Artificial Intelligence (AI) and Machine Learning (ML) for maximum business value.
