Summary

EXECUTIVE DESIGNATION: This is a position designated as an FHFA Executive by the Director based on the incumbent's influence over and accountability for effectively accomplishing the FHFA mission. Below is a general description of the executive roles and responsibilities representative of FHFA executive positions, followed by a description of the programs and functions managed, the position's reporting structure, and the specific roles and responsibilities assigned to this position.

Duties

Description of Organization(s)/Programs Managed and Reporting Structure

Leads and manages the Division of Enterprise Regulation (DER) and subordinate offices with overall responsibility for the supervision functions of the Enterprises - Fannie Mae and Freddie Mac. This position reports to the FHFA Director.

EXECUTIVE ROLES AND RESPONSIBILITIES:

Oversees the management of assigned organizational unit and/or program area, directing and coordinating the implementation of programs and policies for assigned functional area. Analyzes the implications and impact of current and proposed policies, programs, and practices, with broad discretion to approve courses of action and resolve concerns of major significance.

Recruits, leads, motivates, and develops a staff of employees. Evaluates performance in accordance with FHFA guidelines; has full authority to make a broad range of human resource decisions including hiring, promotion, adverse actions, performance evaluation/awards, and the development/training/mentoring of staff. Models innovation, creativity, and excellence and encourages the development of those competencies throughout FHFA. Performs these duties following and promoting equal employment opportunity principles, fairness, accountability, integrity and respect.

Establishes objectives and goals in support of the agency/organization's mission and strategic/operating plans. Develops short- and long-term plans and establishes priorities for the organization. Plans and manages resources with accountability for achievement of organizational goals and objectives and for overall agency results.

AND/OR

Serves as a senior advisor to the Director, providing advice as a technical authority on complex, mission critical areas where topics have little or no precedent and broad implication.

Functional Roles and Responsibilities Specific to This Executive Position

Provides support and advice to the Director and other senior executives and represents DER on significant and emerging supervisory issues, development of agency and examination policy and internal agency management activities of the Enterprises.

Monitors and assesses the financial condition and performance of the Enterprises and their
compliance with regulations through annual on-site examinations and periodic visitations.

Provides management oversight, direction, and support for all examination activity involving the Enterprises, the development of supervision findings, and preparation of the annual reports of examination.

Oversees the coordination, development and delivery of training for FHFA supervision staff and administration of the Housing Finance Examiner commission program.

Provides senior executive oversight of all supervisory and regulatory activity pertaining to DER. In conjunction with the Supervision Committee, leads the division's activities in support of the development and execution of supervision planning efforts through strategy development and alignment of work plans with supervisory priorities. Contributes to FHFA's strategic and annual performance plan.

Leads special projects for supervisory initiatives and conducts research on emerging issues. Develops recommendations for the Director's consideration and advises senior FHFA executives on safety and soundness matters.

Reviews and approves supervision products, recommended safety and soundness ratings, and Matters Requiring Attention (MRAs). Oversees the preparation of annual reports of examination and excerpts for the FHFA Annual Report to Congress.

Facilitates communication and coordination primarily across FHFA mission offices and the Office of the Director. This includes responding to special information requests, opining on proposed policy and supervisory actions, providing support for testimony, briefings for the Federal Housing Finance Oversight Board, and preparing responses to internal and external quality assurance reviews and assessments.

Provides guidance and direction to DER's Senior Associate Directors, Associate Directors, and Examiners-in- Charge and ensures consistency in regulatory standards and treatment in the supervision of the Enterprises.

Performs other special assignments of a critical, urgent, and confidential nature as assigned by the Director.

Qualifications

You may qualify for your desired series and grade level if you meet the following qualification requirements:

MINIMUM QUALIFICATIONS:
Applicants must have 52 weeks (one-year) of specialized experience equivalent to the next lower grade level as described below.

LL-01 Experience: I qualify for the LL-01 because I have at least 52 weeks of specialized experience at the EL-15 or higher demonstrating work experience with the statements described below. Examples of specialized experience include:
  1. Providing executive oversight, direction, and strategy for an organization responsible for performing examination, regulation compliance, and other supervisory activities for large and complex financial institutions as it relates to housing finance and/or the secondary mortgage market. OR
  2. Providing executive oversight, direction, and strategy for regulating a large complex financial institution with the responsibility for underwriting and approving or servicing mortgage loans or securitizing asset-backed securities or issuing, sponsoring, offering other federally regulated financial services to consumers.
  3. Developing and implementing both strategic and operational plans, including implementing organizational changes or redesigned processes, to improve the efficiency, responsiveness, accuracy, or effectiveness of bank examination activities.
  4. Advising senior organizational leadership internally and externally on remediation needed from supervised entities including impactful recommended findings/ratings/enforcement recommendations as a result of examinations.
  5. Providing day-to-day leadership to diverse staff performing key operational or administrative tasks to ensure both effective and efficient achievement of both safety and soundness and mission goals as well as enhancing staff inclusion and engagement.


Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
